Fiji Program Support Platform (FPSP)

Program Overview:    

FPSP, also referred to as the ‘Platform’, a Department of Foreign Affairs and Trade (DFAT) investment, will contribute to the delivery of Fiji’s national development priorities, in line with the Australia’s International Development Policy, the Fiji-Australia Vuvale Partnership and the Development Partnership Plan. 

The Platform will deliver key bilateral programs, such as health, education, scholarships, social infrastructure, governance, climate and emergency preparedness and response. Platform activities will identify and address climate risks, promote climate action, and gender equality, disability and social inclusion (GEDSI) across and beyond the sector programs.

The Platform has three functional Outcomes: 

1. The Platform has delivered its sector program outcomes, including through supporting strategic coherence, planning, partnerships management, data and learning across the portfolio of investments.
2. The Platform has prioritised gender equality, disability-inclusive development, and climate and disaster resilience, in its systems and practices. This includes in how it undertakes sector programming and its engagement with selected Government of Fiji (GoF) agencies.
3. The Platform administers timely and efficient programming that is: value for money; maximises use of local supply chains; and supports good governance, and public diplomacy, effective decision making and risk management.

Cowater is recruiting a Policy Manager as outlined in this TOR to lead and implement these initiatives. Reporting to the Deputy Team Leader and working closely with other GREAT staff, the Policy Manager will oversee and quality assure the work of a team of policy advisors and technical partners, provide strategic steering and technical support to partners to maximise outcome and document and share best practices on policy support at national and provincial level, updating of GREAT policy strategy and contribute to organisation-wide objectives as a member of the Strategy Team.

On behalf of the Australian Government, the Economic and Social Infrastructure Program (ESIP) is calling for proposals from organisations or institutions to build evidence on inclusive infrastructure through researching the perspectives of Lae Market vendors.

Tetra Tech International Development, the Managing Contractor for the Australian Infrastructure Financing Facility for the Pacific’s Support Unit (Support Unit) is seeking Expressions of Interest for the consulting services of an AIFFP Senior Implementation Advisor – Transport, to support the implementation of AIFFP’s approved investment portfolio in the transport sector, with a key focus on maritime investments in Papua New Guinea, for up to 5 days a week, for an initial period up to 30 June 2025, with the option to extend to June 2026.

Expressions of Interest are sought in accordance with the Request for Expression of Interest (RFEOI) documentation.

Details of the services are included in Part B – Requirement Specifications; EOI are to be made using the form in Part C.

The Support Unit will exclude a tenderer on the grounds of bankruptcy, insolvency, false declarations, or significant deficiencies in performance of any substantive requirement or obligation under a prior contract with Tetra Tech International Development.

ADDENDUM 1 – Correction to reference instructions  in Part C

The instructions for providing references – Part C, References – has changed, allowing up to 1 reference to be from AIFFP or DFAT.
