Fiji Program Support Platform (FPSP)

  • Base in Suva, Fiji
  • Locally Engaged Employee - 3 year contract with possible 2 year extension

Program Overview:    

FPSP, also referred to as the ‘Platform’, a Department of Foreign Affairs and Trade (DFAT) investment, will contribute to the delivery of Fiji’s national development priorities, in line with the Australia’s International Development Policy, the Fiji-Australia Vuvale Partnership and the Development Partnership Plan. 

The Platform will deliver key bilateral programs, such as health, education, scholarships, social infrastructure, governance, climate and emergency preparedness and response. Platform activities will identify and address climate risks, promote climate action, and gender equality, disability and social inclusion (GEDSI) across and beyond the sector programs.

The Platform has three functional Outcomes: 

  1. The Platform has delivered its sector program outcomes, including through supporting strategic coherence, planning, partnerships management, data and learning across the portfolio of investments.
  2. The Platform has prioritised gender equality, disability-inclusive development, and climate and disaster resilience, in its systems and practices. This includes in how it undertakes sector programming and its engagement with selected Government of Fiji (GoF) agencies.
  3. The Platform administers timely and efficient programming that is: value for money; maximises use of local supply chains; and supports good governance, and public diplomacy, effective decision making and risk management. 
Description

Position Summary:

The Performance & MEL Coordinator will work within the Performance, Learning and Communication (PLC) Hub with responsibility for aspects of the MEL agenda as delegated by the PLC and MEL Manager. 

The Performance and MEL Coordinator will work within the Performance, Learning and Communication Hub to support the delivery of timely, consistent MEL plans, activities and reporting that meets good practice guidelines and DFAT standards. The role will actively support the promotion of learning, continuous improvement, provide MEL technical services to sector programs and their MEL teams.   

Key Responsibilities:

  • Support effective implementation and reporting on the FPSP Performance Assessment Framework (PAF), Theories of Change (ToC) and associated analytical tools. 
  • Support alignment of FPSP and Sector programs MEL Frameworks to aggregate results under the FPSP PAF. 
  • Contributing to good practice guidelines to drive consistent MEL design and implementation across FPSP & sector programs, meeting DFAT M&E Standards. 
  • Provide technical support to the Performance & MEL Manager to provide quality assurance and coherence for annual work planning and annual reflection and learning processes.
  • Providing input into reporting for FPSP & component sector. programs in a way that balances accountability, rigor and learning to promote program improvement.
  • Support regular learning and MEL triangulation activities together with FSPF Learning Partner Talanoa Consulting including 6 Monthly Reflection processes, impact assessments and rapid reviews.
  • Supporting the sector programs to systematically collect, analyse, and report progress data against the FPSP EOPO’s.
  • Working with counterparts in relevant Ministries and/or civil society organisations to access data and engaging in capacity building activities as appropriate.
  • Integrating cross-cutting priorities of GEDSI, safeguarding and climate and disaster resilience throughout MEL activities and deliverables.
  • Effectively contributing to an active and effective MEL Community of Practice and support a Monitoring, Evaluation and learning culture which incorporates local/indigenous evaluation approaches and values across the FPSP and Programs.  
  • Developing and maintaining concise dashboards, using Power BI and other tools and updating these dashboards to support decision-making by Facility and DFAT managers.
  • Other duties as requested by Performance & MEL Manager.

Key Deliverables: 

  • Deliver high-quality technical input and support to Hubs and Programs as demanded.
  • Work collaboratively with key stakeholders including Clear Horizon, Ninti, Talanoa Consulting.
  • Deliver timely and accurate data for inclusion into FPSP deliverables including but not limited to: baseline analysis, MEL workplans, 6 monthly and annual reports.
  • Ensure all reports are prepared in accordance with FPSP, Abt and DFAT’s reporting guidelines.
  • Be responsive to Platform and program needs.

Selection Criteria:

  • Tertiary Qualification in relevant field desirable.    
  • 3+ years’ experience working in a related role developing or implementing MEL systems for development programs. 
  • Demonstrated understanding of, and experience conducting research including collecting and analysing qualitative and quantitative data.
  • Planning and coordination skills including the ability to effectively manage deadlines and timing. 
  • Problem solving skills.  
  • Strong written and communication skills.
