Program Background
Prospera is a long-standing and trusted partner of the Government of Indonesia, and since 2018 has been supporting public sector reform in Indonesia. The most significant area of social sector reform is with the Ministry of Health. Prospera works to support the Ministry and the Minister to undertake reforms as enabled by the Omnibus Health Law (2023).
Prospera is a partnership between the Government of Australia’s Department of Foreign Affairs and Trade and the Government of Indonesia’s Coordinating Ministry for Economic Affairs. It aims to foster strong, sustainable, and inclusive economic growth in Indonesia.
Prospera commenced in March 2018. Now in its second phase, Prospera will be completed in February 2026. The program combines advisers who have extensive knowledge of Indonesia with those who have experience in the Australian public service or emerging markets.
Building upon the success of Prospera and its well established advisory and relationship capability across a wide range of macroeconomic stakeholders, Indonesia and Australia have agreed to increase the investment of this program by AUD $27 million until project end to build a new Climate & Energy Transition capability to support the bilateral commitment of both countries on their reform agenda.
Prospera aims to achieve three outcomes:
Expanding markets, creating jobs – including building a robust private sector through a sound enabling environment; Growing jobs, capital and technology through trade and investment
Safeguarding economic and financial stability – including ensuring a strong foundation for growth through balanced macro-financial policy; strengthening financial system integrity through supervision and literacy
Improving public finances and government performance – including more revenue and better spending through improved policy and systems; improved government performance through data and public integrity bodies; and through public sector reform.

The Role
The Adviser will work closely with Prospera Leadership and Teams to understand the required capabilities and sectorial expertise. They will connect with and establish networks to source talent and suppliers from across the globe supporting the Chief of Operations to ensure efficient, cost-effective management of Prospera’s Procurement and HR services. The role will augment the COO’s ability to effectively oversee and absorb the increased volume, complexity, scale and value of recruitment and procurement arising from DFAT’s additional investment in Climate & Energy Transition.
Prospera delivers to a high standard in a fast-paced environment, and an Adviser is required to move quickly to deliver on the requirements of the team and DFAT. Experience in delivering on DFAT, Government of Indonesia and Managing Contractor requirements is highly desired.

About You
The ideal candidate will possess strong qualifications and experience as follows:
- Suitable formal qualifications in accounting, commerce or business administration, or academic qualifications in a related area.
- A minimum of 12 years with increasing seniority managing large overseas development programs; including demonstrable experience in operations and implementation.
- Experience working across complex policy areas to achieve influence, affect buy-in and shape outcomes.
- Ability to build strong relationships with donors, deployees and facility senior management.
- Advanced writing and verbal communication and interpersonal skills, with language ability in Bahasa Indonesia desirable but not essential.
- Demonstrated capacity to motivate and lead staff in a culturally diverse setting, as well as conflict resolution skills.
- Familiarity with MS Office suite including Excel, Word, Powerpoint; and backend Operations software including Visio, HRIS, banking and financial management systems
- Experience in supporting international donor projects, climate change initiatives and/or green energy initiatives highly regarded.
- In addition to these formal deliverables, the position is expected to regularly communicate with Prospera’s (senior) leadership team, Prospera staff, DFAT, Australian Public Service agencies partnered with Prospera and Government of Indonesia, where required.
Remuneration
The remuneration will be set according to Prospera’s reference to DFAT’s Adviser Remuneration Framework Group C, Job Level 3. The remuneration level at which the position is engaged will be based on the successful candidates’ relevant skills and experience. This position is a long-term position, open for all applicants both internationals and locals.
