Position Summary:
The Performance & Monitoring, Evaluation and Learning (MEL) Manager will work within the Performance, Learning and Communication (PLC) Hub with responsibility for aspects of the MEL agenda as delegated by the PLC Lead.
The Performance & MEL Manager will work closely with MEL Hub Team to support effective implementation of the FSPP Performance Assessment Framework (PAF) and ensure timely, consistent delivery of sector programs MEL plans, activities and reporting that meets good practice guidelines and DFAT standards. The role will actively promote learning, continuous improvement, provide oversight to the MEL MIS and provide MEL technical services to sector programs and their MEL teams.
Key Responsibilities:
- Ensure effective implementation and reporting on the FPSP Performance Assessment Framework (PAF) and associated Theories of Change.
- Support alignment of FPSP & Sector programs MEL Frameworks to aggregate results under the FPSPP PAF
- Contribute to good practice guidelines to drive consistent MEL design and implementation across FPSP & sector programs, meeting DFAT Design, Monitoring, Evaluation and Learning Standards.
- Provide technical support, quality assurance and coherence for FPSP annual work planning, annual reflection and learning processes as well as delivery of analytical MEL activities including but not limited to: baseline analysis, adequate designs of new initiatives, reviews of significant initiatives and VfM analysis.
- Consolidate high quality and strategic performance reporting for FPSP & component sector programs in a way that balances accountability, rigor and learning to promote program improvement.
- Coordinate regular learning and MEL triangulation activities together with FPSP Learning Partner Talanoa Consulting including 6 Monthly Reflection processes, impact assessments and rapid reviews.
- Facilitate and support the creation and maintenance of a MIS that collects, stores, facilitates analysis, and supports reporting/ accountability and learning needs.
- Lead the MEL Community of Practice across FPSP to support strategic coherence of MEL approaches at the Platform and sector program levels.
- Integrating cross-cutting priorities of GEDSI, safeguarding and climate and disaster resilience throughout MEL activities and deliverables.
- Support the Performance & MEL Coordinator and MEL & MIS Officer to embed a Monitoring, Evaluation and learning culture which incorporates local/indigenous evaluation approaches and values across the FPSP and Programs.
- Assisting the PLC Lead to periodically review Communications and MIS Strategies (as required).

Key Deliverables:
- Effective performance management and capacity building of the Performance & MEL Coordinator and MEL & MIS Officer.
- Effective delivery of the FPSP PAF.
- Deliver high-quality technical input and support to Hubs and Programs as required.
- Work collaboratively with key stakeholders including Clear Horizon, Ninti, Talanoa Consulting.
- An established and engaged Community of Practice across the sector programs for MEL & MIS.
- Deliver high quality and timely data and analysis for FPSP deliverables including but not limited to: baseline analysis, MEL workplans, 6 monthly and annual reports.
- Ensure all reports are prepared in accordance with FPSP, Abt and DFAT’s reporting guidelines.

Selection Criteria:
Qualifications
- Tertiary degree (post graduate level desirable) in relevant field.
Required Experience
- Significant practical l experience (5+ Years) implementing MEL systems for international development programs.
- Demonstrated expertise with MEL-related activities such as performance monitoring, MEL plan drafting, methodology design, sampling, qualitative and quantitative analysis, instrument design, field survey management and authoring reports.
- Demonstrated experience in developing and applying MEL systems with high levels of autonomy.
- Experience designing, leading, and facilitating learning events and advising on or operationalising learning processes in programs.
- Proven experience with MS Office applications (Excel, Word, PowerPoint).
- Demonstrated experience working with Power BI.
- Experience in integrating gender equality, disability inclusion and/or social inclusion in MEL systems and processes.

- Strong communication and leadership skills.
- Strong writing, communication, and data analysis skills (qualitative or quantitative).
