Program Background

DT Global supports the implementation of PROSIVU on behalf of the Australian Government.

PROSIVU is the next phase of Australia’s governance support to Timor-Leste. The program will extend Australia’s longstanding partnership with Timor-Leste in support of good governance and economic policy development. It is Australia’s primary program for providing support to Timor-Leste’s central government agencies and economic line-ministries.

The goal of Australia’s Timor-Leste development program is to support the Government of Timor-Leste (GoTL) to achieve the social and development outcomes from its Strategic Development Plan. PROSIVU will contribute to this goal through three end of facility outcomes:

(a)   stronger, more inclusive economic growth.

(b)   sustainable public finances; and

(c)   better public administration.

These three outcomes constitute the basis of PROSIVU’s three workstreams.

The aim of support for stronger, more inclusive economic growth is that central agencies and line ministries invest in evidenced based and inclusive economic development policies and projects that have high economic and social returns, improve outcomes for the poor and improve equality and social inclusion.

The aim of support for sustainable public finances is central agencies, led by the Ministry of Finance and Prime Minister’s Office, improve the performance and inclusivity of public expenditure, and diversify and increase domestic revenue collection.

The aim of support for better public administration is central agencies, led by the Civil Service Commission and the Presidency of the Council of Ministers, develop and invest in policies, systems and capacity to ensure public administration is inclusive, effective, performance-driven, and responsive to the needs of citizens, the private sector and civil society.

Objectives of Role 

This position aims to enhance the quality of PFM processes by building skills and capacity using a systematic capacity development program that is delivered through the re-established PFM Training. The efforts are expected to improve the technical and managerial capacity of staff working in various PFM functions to effectively deliver on their responsibilities.

Roles and Responsibilities 

Technical activities

The Public Financial Management Capacity Building Adviser will be tasked with re-establishing the PFM Training Centre within the Ministry of Finance that will serve as the node for strengthening capacity development in the PFM arena across all budget entities, including municipalities.

The Adviser will support the following activities:

  • Re-establishing the PFM Training Centre (PFMTC) that can effectively help in upgrading the skills, competencies and capabilities of PFM practitioners through systematic training in technical and non-technical areas. This will include training evaluations, certification regimes and the identification of retraining measures.

 

Training and knowledge transfer

The PFM Capacity Building Adviser is expected to advance not only the technical curriculum of PFM capacity building but also to work with the PFM training centre staff to build their capacity to operate and maintain a PFM training curriculum. The adviser will work closely with other PFM experts within the public sector in developing training modules and enhancing the skills and capabilities of trainers.

Coordination, collaboration and reporting

  • Work closely with the Pillar Lead and GoTL counterparts in the Ministry of Finance
  • Prepare monthly plans and reports for PROSIVU as required, including adviser monthly reports, Stories of Significant Change (SSCs) and participate in PROSIVU activities, such as briefings andplanning sessions, review and reflections, adviser meetings and program reviews and other M&E related events from time to time.

 GEDSI

  • Facilitate and ensure the application of the principles of gender equality, disability and social inclusion are reflected in all data collection, analysis and reporting / development of laws, policies, new systems and programs. 

General

  • Comply with Australian Government and DT Global policies on gender and social inclusion; child protection, disability, sexual exploitation, abuse and harassment, workplace health and safety, environment, anti-bribery and anti-fraud.

About You

Essential Experience and Knowledge

  • A bachelor's degree in a related field such as finance, accounting, computer science or adult education.
  • A minimum of 10 years’ experience in capacity building of which at least 5 years in PFM areas.

Desirable experience and knowledge

  • Previous experience working in Timor-Leste.
  • Good understanding of the PFM cycle, including PFM functions and processes.
