The Regional Trade for Development (RT4D) initiative is funded by the Governments of Australia and New Zealand. It assists ASEAN Member States (AMS) in meeting their commitments and realising the advantages offered by the Agreement establishing the ASEAN-Australia-New Zealand Free Trade Area, or AANZFTA, and the Regional Comprehensive Economic Partnership, or RCEP.

Through the AANZFTA Implementation Support Program (AISP) and the RCEP Implementation Support Program (RISP), RT4D provides tailored support to enhance the capabilities of ASEAN Member States by strengthening skills, building networks, facilitating policy options and ensuring that trade benefits everyone, including Micro, Small and Medium Enterprises (MSMEs), women and people with disability.

The Governments of Australia and New Zealand have committed up to AUD 53.3 million to fund RT4D from 2020–21 to 2027–28.

The PNG Secondary Education Program (PNG SEP) is a flagship investment of the Australian Government, delivered under the Papua New Guinea–Australia Partnership. PNG SEP aims to improve learning outcomes, equity, and access for secondary students in selected secondary schools, including National Schools of Excellence, while strengthening national and subnational education systems.

The program supports the Government of Papua New Guinea’s priorities under the National Education Plan 2023–2027 and is aligned with Australia’s International Development Policy. PNG SEP focuses on improving teaching and learning quality, strengthening school leadership and governance, and supporting safe, resilient, and inclusive secondary school environments. Program Background

APLJ seeks to contribute to PNG’s law and justice sector capacity to provide inclusive, safe, secure and accountable law and justice foundations for peaceful and prosperous communities, equitable economic development and private sector growth.

The Infrastructure and Equipment Fund (IEF) is one of the core delivery mechanisms under the Australia–Papua New Guinea Law and Justice Partnership (APLJ). It provides targeted funding to PNG law and justice sector agencies to procure essential equipment and undertake priority infrastructure upgrades that strengthen service delivery. The fund supports improvements to the functionality, safety, and accessibility of justice institutions—such as courts, police facilities, and correctional services—directly contributing to APLJ’s end-of-program outcomes.

The Role
The Infrastructure Short Term Advisor (STA) will support and assist APLJ procurement and construction activities related to provincial major and minor works which are aimed at overcoming the justice sector infrastructure and equipment gap.

The role will also support and coordinate the implementation of the Infrastructure and Equipment Fund (IEF).

The scale and type of infrastructure and equipment within the criteria of the APLJ IEF ranges from:

A.     New Infrastructure: up to K7 million.

B.     New Infrastructure: Special Projects (to a maximum of 2 complementary projects) up to K10 million.

C.    New Equipment supply: up to K900,000.

D.    Refurbishment of existing facilities – K1 million.

E.     Small Scale IT equipment to facilitate improved reporting and accountability

About You

Qualifications

·       A relevant tertiary qualification, preferably from an engineering, architecture or construction related discipline is desirable.

Essential Experience and Knowledge

·       A minimum of 10 years’ demonstrated experience in construction and/or project management, including recent experience in program and project management, design management, construction supervision, documentation, and contract administration, as well as a high-level understanding and application of architectural and engineering design processes and associated documentation and deliverable requirements.

·       Adequate understanding of construction contract legislation terms for Papua New Guinea.

·       Experience delivering donor-funded development programs, preferably in PNG or similar contexts.

Preferred Experience and Knowledge

·       Ability to work effectively with government counterparts, technical advisers, and stakeholders in challenging environments.

·       Excellent leadership, communication, and reporting skills.

·       Strong organizational skills and ability to manage multiple deadlines.

·       Some knowledge and / or understanding of applying GEDSI and safeguards principles.
