About PNG-Australia Strongim Wok Long TVET (SWLT)

PNG–Australia Strongim Wok Long Technical and Vocational Education and Training (SWLT) is a four-year, AUD 80 million investment by the Australian Government, through the Department of Foreign Affairs and Trade (DFAT), to support Papua New Guinea’s (PNG) efforts to strengthen its Technical and Vocational Education and Training (TVET) sector. Aligned with PNG’s national priority to build an educated and skilled workforce for resilient economic growth, SWLT aims to enhance the quality, relevance, and inclusiveness of skills development. The program focuses on supporting the Government of PNG to strengthen the national TVET system to promote quality TVET; supporting technical colleges to deliver high-quality TVET training; enhancing the diversity and employability of TVET graduates; and elevating Australia’s visible and trusted development partnership with PNG in the TVET sector. 

SWLT is the primary mechanism to support PNG and Australia to deliver on commitments made under the revised Joint Statement of Intent on TVET signed at the 2024 Australia-Papua New Guinea Ministerial Forum. It also aligns with PNG’s Higher and Technical Education Reform Act 2020, as well as broader goals articulated in the Australia–PNG Development Partnership Plan 2024–2029, including locally led development, education investment, and inclusive growth.

Program Background

Partnerships for Infrastructure (P4I) Phase 2 is an Australian Government initiative to support quality infrastructure development that drives inclusive growth in Southeast Asia. P4I-2 is a 10-year initiative to December 2035, with an initial period of five years from January 2026 to December 2030. P4I works with partners to strengthen policy and regulatory frameworks related to infrastructure development. It also addresses obstacles to project development, including through advice on financing strategies (with an emphasis on mobilising private finance). P4I works closely with Australian Government and industry to help bring relevant solutions to Southeast Asia’s infrastructure development challenges, in line with Australia's Southeast Asia Economic Strategy to 2040. P4I currently works in four sectors: land transport resilience, maritime decarbonisation, integration of renewables into energy systems, and telecommunications. P4I incorporates inclusion (gender equality, disability and social inclusion) and climate (mitigation and adaptation) across these four sectors.

The Role

The Finance Manager will work closely with the Operations Team to manage the financial management functions for P4I to ensure flexible and responsive program implementation and maintain diligent financial oversight of the program’s day-to-day activities.

Through careful and transparent bookkeeping, the Finance Manager will support the program’s adherence to the policies and procedures of DFAT and DT Global as articulated in the Program Manual. The Finance Manager will support effective forward planning of financial resources, budgeting of operations and work plans, and disbursement in line with plans. The Finance Manager will be responsible for ensuring audits are passed through excellent record keeping. This position is open to Thai nationals only.

Responsibilities

The key responsibilities of the position include, but are not limited to:

• Support Operations and Finance Director to develop robust program financial management policies and procedures.
• Lead the implementation of P4I financial policies and procedures, including training and oversight of program staff in their implementation.
• Ensure all payments made from P4I are in accordance with P4I, DFAT, and DT Global policies and procedures.
• Management of day-to-day program expenditure, including petty cash management, payment of invoices and management of supplier accounts.
• Monitoring and liaising with vendors/service providers to ensure all payments, program cash flow and budgeting information are accurate and current.
• Manage the program bank account in Thailand, including reconciliations, cashflow forecasting and funds transfer requests.
• Supporting the collation of relevant financial information and documentation to support the preparation of financial reports, including reconciliations that may be required by DFAT for the management of the Program.
• Accounts payable functions for suppliers and vendors.
• Operate monthly payroll for locally employed staff, including making tax and other deductions.
• Manage petty cash and maintain a full and accurate filing system for receipts.
• Oversee tax compliance and ensure tax payments and other contributions are remitted to the appropriate authorities in a timely manner.
• Organise and maintain comprehensive program financial files ensuring all records are compliant with legal and donor agency requirements.
• Assist in the oversight of activity financial management, including budget management, and that estimates of expenditure, acquittal and invoicing processes are timely and accurate.
• Provide accurate monthly financial reporting, maintain accurate financial records in accordance with the program budget and update the budget against actual expenditures.
• Lead in the preparation for and assist with external and internal audits, including the progression of any audit recommendations that improve financial processes and controls.

Qualifications

• A degree in accounting or finance. Recognised accounting qualifications are highly desirable.
• Proven experience delivering financial management support on donor-funded programs. Experience working on DFAT programs highly regarded. 

Technical

• Extensive experience managing financial operations for a business and/or development program in Thailand including accounts payable, procurement, bank account reconciliations, local payroll, tax reporting, audit.
• Demonstrated experience developing and leading financial management systems for complex operations.
• Experience using accounting software and Microsoft excel.
• Strong understanding of Thailand taxation and labour laws, with demonstrated experience managing end-to-end payroll processing.

Management / Working Style

• Excellent verbal and written communications skills, in both Thai and English, with ability to interact with people at different levels of seniority and cultural backgrounds.
• Strong organisational skills with the ability to prioritise tasks and manage multiple activities simultaneously.
• Demonstrated ability to be effective in a dynamic environment, collaborating effectively within a team.
• Ability to work under tight deadlines and flexibility respond to shifting Program priorities.
• Proven ability to take responsibility for outcomes – setting clear plans, meeting commitments, proactively, managing and communicating risks and issues, and following through without close supervision.
