The Role

The Senior Program Support Manager will support the DFAT Climate Resilient Communities (CRC) team in the delivery of Australia's flagship climate change program and its associated co-funded investments. The role contributes to the integration of climate change across Australia's international development program by coordinating climate-related initiatives, facilitating access to technical climate advice, supporting capacity uplift and climate learning activities, and fostering cross-program engagement.

About You

You are a highly organised and proactive program management professional who thrives in complex, fast-paced environments. You bring demonstrated experience managing large and complex budgets, preferably within international development, government or donor-funded programs, and have a strong ability to balance competing priorities while maintaining exceptional attention to detail. Program Background

Partnerships for Infrastructure (P4I) Phase 2 is an Australian Government initiative to support quality infrastructure development that drives inclusive growth in Southeast Asia. P4I-2 is a 10-year initiative to December 2035, with an initial period of five years from January 2026 to December 2030. P4I works with partners to strengthen policy and regulatory frameworks related to infrastructure development. It also addresses obstacles to project development, including through advice on financing strategies (with an emphasis on mobilising private finance). P4I works closely with Australian Government and industry to help bring relevant solutions to Southeast Asia’s infrastructure development challenges, in line with Australia's Southeast Asia Economic Strategy to 2040. P4I currently works in four sectors: land transport resilience, maritime decarbonisation, integration of renewables into energy systems, and telecommunications. P4I incorporates inclusion (gender equality, disability and social inclusion) and climate (mitigation and adaptation) across these four sectors.

The Role

The Climate Lead will provide both technical direction and management support to integrate climate adaptation and mitigation measures across the P4I portfolio. It requires a combination of technical expertise, the ability to navigate a complex multi-country, multi-sector implementation context, and strong project management skills.

The role will work with P4I country managers, sector leads and technical delivery teams to identify and progress opportunities to achieve better climate mitigation and adaptation outcomes in line with P4I strategy through promoting robust analysis and stakeholder engagement. The role will require a good understanding of the process of delivering advisory activities – including practical tasks associated with identification, design, implementation and monitoring.

Responsibilities

—  Under the direction of the Program Executive, maintain and refine P4I’s approach to climate with reference to the P4I design document, relevant DFAT policy documents and the engagement themes and relationships that emerged during Phase 1.  

·        Working closely with Sector Leads, advise on and contribute to climate adaptation and mitigation aspects of sector strategies, including (where necessary) through in-country engagement with Posts and other stakeholders.  

·        Working closely with Country Engagement Managers, advise on and contribute to climate aspects of country strategies, including (where necessary) through in-country engagement with Posts and in-country stakeholders.  

·        Guide the development of the P4I portfolio in line with the sector and country strategies, which will embed specific objectives for climate. This will include:

o   Developing analytical tools and other guidance to assist Program staff to meet P4I’s ambition on climate.

o   Advising on entry points and scoping P4I engagement in line with relevant strategies.  

o   Review resourcing arrangements for proposed P4I engagements to ensure that appropriate skills and experience are being deployed through portfolio delivery contracts. 

·        Develop relationships with and, in close collaboration with the Partnerships Director, facilitate engagement with Australian Government and industry stakeholders to engage them in supporting P4I’s climate agenda in the portfolio. 

·        Coordinate quality assurance of technical delivery work, either though playing a direct quality assurance function or engaging other specialists to ensure that advice provided through P4I engagement is in line with P4I strategy and standards. 

·        Monitor and provide advice on infrastructure and climate adaptation and mitigation policy and practice trends relevant to P4I’s scope, including developments in Southeast Asia and Australia.  

·        Working closely with the M&E Director to ensure P4I is collecting relevant data to track performance and achievements and meet DFAT’s data requirements.

·        Working closely with the Communications Manager, contribute to producing external communications materials, including by identifying topics, developing key messages, drafting content, liaising with external specialists (including members of engagement teams) to develop content, and reviewing material prior to publication.

It aligns with Indonesia’s National Development Plans (Long- Term National Development Plan 2025-2045, Mid-Term National Development Plan 2025-2029) and the Australia-Indonesia Development Partnership Plan 2024-2028.

Building on previous phases, AIPJ3 will support partners to deliver activities against agreed policy priorities, while maintaining the flexibility to respond to emerging needs and opportunities. The program focuses on seven policy priorities that are important to Australia and Indonesia: accountability and transparency, criminal justice reform, preventing violent extremism, transnational crime cooperation, commercial law, access to justice, and women’s leadership.

AIPJ3 will progress the long-term goal of “Strong and accessible justice and security institutions that uphold the rule of law and contribute to stability and prosperity in Indonesia and the region”. With the specific objective of “working in partnership with Indonesia to support effective realisation of justice reforms”, AIPJ3 has the following end-of-program outcomes (EOPOs):

• EOPO 1: Justice institutions develop and implement policies, plans, budgets and practices that advance the rule of law and economic development in the priority areas of accountability and transparency, criminal and commercial law reform
• EOPO 2: Justice institutions and partners implement and adapt policies, plans, budgets and practices that contribute to preventing violent extremism and addressing transnational crime
• EOPO 3: Justice institutions develop and implement policies, plans, budgets and practices that advance equal access to justice for women, children and persons with disabilities
• EOPO 4: Government of Indonesia, Government of Australia and non-government organisations deepen partnerships in the justice and security sectors for mutual benefit

Corruption prevention constitutes one of the Government of Indonesia's major priorities under the National Medium-Term Development Plan (RPJMN) 2025–2029. Strengthening corruption prevention is expected to enhance the integrity of government institutions, improve governance systems, and reinforce public trust through the revitalization of corruption prevention strategies across sectors related to public welfare and the management of public resources.

While Indonesia has recorded a slight improvement in the Integrity Assessment Survey/National Integrity Index (SPI/IIN), the country's overall corruption prevention performance remains below the RPJMN target. At the same time, the Corruption Perceptions Index (CPI) has continued to decline. These developments indicate that existing corruption prevention measures have not yet achieved optimal results and that structural and systemic challenges continue to affect the effectiveness of corruption prevention efforts. Consequently, strengthening corruption prevention requires more comprehensive, integrated, and evidence-based policy responses that are capable of addressing institutional and governance challenges across priority sectors.

Strengthening corruption prevention also supports Indonesia's broader governance reform agenda, including the country's Organisation for Economic Co-operation and Development (OECD) accession process, implementation of commitments under the United Nations Convention against Corruption (UNCAC), and improvements to key governance mechanisms. These include strengthening internal oversight systems, improving compliance with asset declaration reporting (LHKPN), enhancing cross-sectoral data integration, and reinforcing anti-corruption campaigns across government institutions.

To support these objectives, a comprehensive study is required to update the current problem mapping on corruption prevention, identify key institutional and policy challenges, assess existing governance arrangements, and formulate evidence-based policy recommendations on the revitalization of corruption prevention in priority sectors. The study is expected to provide practical recommendations that will support future policy development and institutional strengthening initiatives undertaken by the Ministry of National Development Planning/Bappenas and relevant Ministries and Government Institutions. The study is expected to provide practical recommendations that will support future policy development and institutional strengthening initiatives undertaken by the Ministry of National Development Planning/Bappenas and relevant Ministries and Government Institutions. Specifically, the selected organisation is expected to:

1. Identify and analyse key problems, strategic issues, and institutional challenges affecting the development of laws, regulations, and governance related to corruption prevention and public services.

The protection and promotion of human rights constitute an important component of Indonesia's national development agenda and are reflected in the Government's continued efforts to strengthen democratic governance, the rule of law, and access to justice. Within this broader framework, independent National Human Rights Institutions (NHRIs) play a strategic role in safeguarding human rights, promoting accountability, and ensuring that vulnerable groups have access to effective protection mechanisms.

Komisi Nasional Anti Kekerasan terhadap Perempuan (Komnas Perempuan) serves as one of Indonesia's principal independent institutions mandated to advance and protect women's human rights. Over time, its responsibilities have expanded in response to evolving legal and policy frameworks, particularly following the enactment of Law No. 12 of 2022 on Sexual Violence Crimes (Undang-Undang Tindak Pidana Kekerasan Seksual/UU TPKS), which assigns additional responsibilities to the institution in supporting the implementation of protection and recovery mechanisms for victims of sexual violence.

While the expansion of Komnas Perempuan's mandate reflects increasing recognition of its strategic role, it also presents institutional challenges that require careful assessment. The institution's legal basis, governance arrangements, organisational structure, budget management, and human resource capacity have evolved incrementally and may no longer fully correspond to the scope and complexity of its current functions. Questions regarding institutional independence, organisational effectiveness, adequacy of staffing, remuneration systems, and budget governance have become increasingly relevant as the institution assumes broader responsibilities.

At the same time, strengthening institutional capacity requires a comprehensive understanding of Komnas Perempuan's current position within Indonesia's broader human rights architecture. This includes examining its relationship with the executive branch, assessing existing governance arrangements, clarifying the scope of its statutory authority, and identifying institutional arrangements necessary to ensure effective implementation of its expanded mandate under UU TPKS.

Accordingly, a comprehensive study is required to assess the institutional, legal, and governance arrangements of Komnas Perempuan and identify opportunities for institutional strengthening. The study is expected to generate practical policy recommendations on regulatory reform, organisational development, budget governance, and human resource management to support Komnas Perempuan's role as an independent, effective, and sustainable National Human Rights Institution arrangements, and formulate evidence-based policy recommendations on the revitalization of corruption prevention in priority sectors. Access to justice is a fundamental human right whose recognition has been institutionalized at both the international and national levels. More specifically, one of the Priority Activities under the 2025–2029 National Medium-Term Development Plan (RPJMN) is the Transformation of Access to Justice, in which the provision of services and the strengthening of access-to-justice policies constitute key development priorities.

In 2021, Indonesia’s Access to Justice Index score was 53.8 out of 100, placing it in the “Moderate” category. Nevertheless, the Recovery from the Impact of Legal Problems variable remained in a “Poor” condition, with 75.1 percent of the population lacking access to recovery services. This issue warrants particular attention, considering that the Government has responded to the need for victims’ rights provision and recovery through various institutions and service mechanisms.

The Witness and Victim Protection Agency (LPSK) carries out functions related to the protection of victims of crime; the Ministry of Women’s Empowerment and Child Protection (KPPPA) provides comprehensive support services for women and children who are victims of violence; the National Commission on Violence Against Women (Komnas Perempuan) coordinates a number of service providers; and Regional Governments contribute through various service delivery schemes. However, the existence of multiple actors does not automatically result in a functional and integrated system. From a governance perspective, the provision of recovery services for victims remains fragmented and poorly connected. Services provided by LPSK, KPPPA, Komnas Perempuan, Regional Governments, and other relevant stakeholders are not yet integrated. As a result, victims often submit requests for assistance to multiple institutions, while those institutions remain unaware of one another’s involvement.

Furthermore, the delivery of victim recovery services continues to rely heavily on informal networks without clear standardization. Based on data previously obtained by the Ministry of National Development Planning/Bappenas in West Sumatra, case workers or facilitators often seek assistance from institutions with which they have personal relationships and which they believe have the capacity to provide support. In many cases, such requests cannot be fulfilled, forcing them to seek alternative channels of assistance.

A clear pattern emerges from these conditions: there is currently no integrated mechanism for the provision of victims’ rights and recovery services. As a consequence, victims frequently do not receive services in an optimal manner and, in some cases, receive no services at all. This indicates that, substantively, victim support services remain insufficiently comprehensive. Recovery efforts often fail to address victims’ physical, psychological, economic, and social needs in an integrated manner, resulting in interventions that are neither sustainable nor capable of fully restoring victims’ well-being.

Accordingly, a comprehensive study is needed to map the existing mechanisms for the provision of victims’ rights and recovery services, including the identification of service-providing institutions, service delivery pathways, and existing gaps. The study is expected to generate policy recommendations that will serve as the foundation for the development of a National Integrated Access to Justice Mechanism, particularly by strengthening interconnectivity among service providers and ensuring that no victim falls outside the reach of the system. Ultimately, the resulting policy framework should ensure that victims receive adequate, equitable, and sustainable recovery services.

Map and analyse the existing mechanisms for victim rights fulfillment and recovery services operated by relevant Ministries and Institutions, including the Indonesia Witness and Victim Protection Agency (LPSK), the Ministry of Women's Empowerment and Children's Protection (KPPPA), The National Commission on Violence against Women (Komnas Perempuan), and regional governments, covering service delivery modalities, target beneficiaries, referral pathways, and budget allocations.
2. Identify gaps, overlaps, and systemic inefficiencies arising from the fragmented and disconnected implementation of victim recovery services across institutions, including cases where victims fall outside the reach of any service provider.
3. Develop a blueprint for an Integrated National Mechanism for Access to Justice (Mekanisme Nasional Akses terhadap Keadilan Terpadu) that establishes clear interconnections between existing institutions and service providers, ensuring no victim is left without adequate support.
4. Formulate actionable policy recommendations on service standardisation, inter-institutional coordination frameworks, and the operationalisation of a comprehensive and sustainable victim recovery system, in alignment with the national development priorities under RPJMN 2025–2029.

Fiji Program Support Platform (FPSP)

• Seeking expression of interest from suitably qualified applicants with strong executive and governance support, program administration or a similar role, preferably within development programs, international organisations, government, or complex multi-stakeholder environments. 
• The Executive Support Unit provides centralised executive coordination, governance support, and contract oversight across the Platform's levels of Governance and acts as a key interface between the Platform Management Unit, Sector Programs, and DFAT. 
• Roles are Suva-based and open to National candidates only
