SUMMARY OF THE PROJECT
The CAPRED Facility is Australia's flagship bilateral economic development program in Cambodia, focusing on economic recovery and resilience over the next four years, with a possible three-year extension.
The Facility supports Cambodia in implementing a range of necessary economic interventions and reforms to maintain the country's economic transition. These interventions and reforms are primarily aimed at encouraging more productive and inclusive public and private investment, which promotes a resilient, inclusive and sustainable economy (RISE).
CAPRED interventions fall under three technical components including: Agriculture and Agro-processing; Trade, Investment and Enterprise Development and Infrastructure Development; and one Cross-Cutting component comprising: Gender Equality, Disability and Social Inclusion (GEDSI), Climate Resilient initiatives, and policy support. GEDSI is at the heart of all that CAPRED does.
Under its Trade and Investment, and Agro-processing domain, CAPRED supports the development of the cashew sector by improving domestic processing, enabling value addition, and enhancing export readiness.
CAPRED is working with a private sector partner operating a pilot cashew processing facility (1,500-3,000 MT/year) that aims to scale to 20,000 MT/year. To support this transition, CAPRED seeks a qualified operational industry expert in cashew processing and manufacturing to assess current operations and provide practical, high-impact recommendations for efficiency improvement, value-added product development, pricing, and scale-up planning and investment needs.
As Cluster Engagement Lead, you will lead the development and implementation of cluster strategies that connect TVET institutions, industry, and communities. The position focuses on planning, stakeholder engagement, and team leadership to ensure clusters deliver inclusive, locally driven solutions that improve workforce skills and employment outcomes.
Cowater is recruiting an Operations Manager to support GREAT 2 Program activities. The Operations Manager will have oversight and provide leadership to all operational functions of the Program and will work closely with the Program Team Leader, Deputy Team Leader, Cowater’s Project Manager, and Cowater’s Contractor Representative to ensure that the Program is implemented in line with strong financial, governance, and administrative principles and processes of the donor, the Government of Vietnam, and Cowater International Inc.
The Operations Manager will supervise, coordinate, quality assure and consolidate the work and outputs of the Senior Finance and Internal Control Officer (SFICO), the Senior HR Officer, and the Program Accountant to support overall financial management, monitoring and reporting; annual planning processes; staff and consultant hiring; procurement; and preparation of Program reports. This role will also ensure the close monitoring and management of the budget, as the Program enters the final 18 months of operation.

The ICT Coordinator will oversee the program’s digital infrastructure, ensuring systems are secure, reliable, and aligned with best practices. This role supports efficient operations, fosters collaboration, and upholds cybersecurity standards to enable successful delivery of technical and vocational education initiatives in Papua New Guinea.
Position: Monitoring and Evaluation Officer
Program: Human Development Monitoring and Evaluation Services (HDMES)

The Monitoring and Evaluation Officer (MEO) will help ensure excellence in HDMES services to DFAT PNG, including in processes, procedures, and products, and will work collaboratively and professionally with the Team Leader and other technical and operations personnel and consultants.

The increasing dependence on information and communication technology (ICT) in Samoa for daily government operations means that any interruption – whether due to natural disasters, cyber incidents, hardware failures, or other unforeseen events can significantly impact business continuity.
To mitigate this, the Governance for Economic Growth Program (Tautai) with the support of the Ministry of Prime Minister and Cabinet (MPMC) is seeking technical assistance to support the Ministry’s ICT Division in designing and developing a comprehensive ICT Disaster Recovery Plan (DRP) that can ensure quick recovery of ICT services and operations during such events. The plan should align with International best practices and be contextualised to complement national policies and strategies including ICT, cyber resilience and risk management.
