Program Background
Partnerships for Infrastructure (P4I) Phase 2 is an Australian Government initiative to support quality infrastructure development that drives inclusive growth in Southeast Asia. P4I-2 is a 10-year initiative to December 2035, with an initial period of five years from January 2026 to December 2030.
P4I works with partners to strengthen policy and regulatory frameworks related to infrastructure development. It also addresses obstacles to project development, including through advice on financing strategies (with an emphasis on mobilising private finance). P4I works closely with Australian Government and industry to help bring relevant solutions to Southeast Asia’s infrastructure development challenges, in line with Australia's Southeast Asia Economic Strategy to 2040.
P4I currently works in four sectors: land transport resilience, maritime decarbonisation, integration of renewables into energy systems, and telecommunications. P4I incorporates inclusion (gender equality, disability and social inclusion) and climate (mitigation and adaptation) across these four sectors.
P4I is a multi-country program that also works directly with ASEAN and its secretariat. P4I works in Cambodia, Laos, Malaysia, the Philippines, Thailand and Vietnam. P4I will increase engagement in Timor Leste given its entry into ASEAN and retains flexibility to support activities in Indonesia (as requested by Australia’s bilateral program to Indonesia).
The P4I Program Office in Bangkok provides strategic direction and program management, with close engagement with P4I-funded locally engaged DFAT staff at Posts. A P4I Program Executive oversights implementation, led by a DFAT Strategic Director and Deputy Director, supported by a delivery partner Team Leader (Executive Director).

The Regional Trade for Development (RT4D) initiative is funded by both the Governments of Australia and New Zealand. It assists ASEAN Member States (AMS) in meeting their commitments and realising the advantages offered by the Agreement establishing the ASEAN-Australia-New Zealand Free Trade Area, or AANZFTA, and the Regional Comprehensive Economic Partnership, or RCEP.
Through the AANZFTA Implementation Support Program (AISP) and the RCEP Implementation Support Program (RISP), RT4D provides tailored support to enhance the capabilities of ASEAN Member States by strengthening skills, building networks, facilitating policy options and ensuring that trade benefits everyone, including Micro, Small and Medium Enterprises (MSMEs), women and people with disabilities.
The Governments of Australia and New Zealand have committed up to AUD 53.5 million to fund RT4D from 2020-21 to 2027-28.
Project Summary
ASEAN-Australia-New Zealand FTA (AANZFTA) Implementation Support Program (AISP), implemented through the Regional Trade for Development (RT4D) Facility, aims to support ASEAN Member States to realise the full benefits of AANFTA through the provision of capacity-building support and access to technical expertise.
The following project is approved under AISP.
- Project Name: Thriving Ecosystem for Inclusive Entrepreneurship within the AANZFTA Region through IP Branding Strategy and Knowledge Sharing
- Project Objectives: Entrepreneurs with disabilities (EWDs) in Cambodia and the AANZFTA region face significant barriers in accessing intellectual property (IP) support and building strong brands due to accessibility challenges, limited resources, and systemic inequalities. This project aims to strengthen an inclusive entrepreneurship ecosystem by building the capacity of both EWDs and IP officials, improving EWDs’ access to IP rights and enabling their participation in regional and international markets.
