The Australian Infrastructure Financing Facility for the Pacific (AIFFP) is Australia’s largest and most significant infrastructure investment in the Pacific. This $4 billion infrastructure initiative is actively engaging with countries in the region to significantly boost Australia’s support for infrastructure development in Pacific countries and Timor-Leste. The Facility uses grant funding combined with loans to support the development of high priority, quality infrastructure.
The AIFFP Investment Preparation and Support Unit (SU), managed by Tetra Tech International Development, is contracted to support the AIFFP meet its objectives.
AIFFP are seeking consultants with experience in the civil engineering and infrastructure development industry, with a particular focus on flood risk management and hydraulic structures. Previous experience with development partners and the Government of Fiji (GoF), will be expected, with an ability to clearly communicate and provide documentation for a wide range of audience and technical capabilities.
Services are expected to be up to 30th June 2026.
The consultants may assist the AIFFP with flood management expertise, through services such as:
- Provision of technical support at multiple stages of the NFAP, including inputs towards the development of reference and detailed designs.
- Modelling of flood management and mitigation options.
- Provision of expert advice and support, including participating in project working groups and workshops.
- Preparation and review of flood management development documentation.
- Supporting AIFFP’s technical oversight in the preparation, design and delivery of this project.
- Supporting the AIFFP’s understanding of potential contractors for future stages of the project by supporting any market sounding and analysis.

Reporting to the Senior Program Manager, the Program Officer is a key member of a small program team implementing the DFAT-funded Cambodia Development Support Unit (CDSU) program. The Program Officer will support delivery of program activities by undertaking operations, logistics, and administrative functions. A key responsibility is procurement and contract management of technical advisers and other sub-contracted suppliers. The Program Officer also supports project and budget management activities and stakeholder engagement.

This project aims to enhance the historical significance of the site while providing modern facilities to visitors.
Project Overview
The Bloody Ridge National Park is undergoing a significant development phase that includes the construction of key infrastructure:
1. Water Supply (borehole with water tower)
2. Visitor Ablution Block
3. Visitor Shelters
4. Guardhouse/Park office
Scope of Work
The selected construction firm will be responsible for:
1. Site preparation: Clearing and leveling designated areas, ensuring proper groundwork for construction in accordance with project specifications.
2. Foundation and structural work: Excavating, pouring concrete, and constructing structural element as per the approved building plans.
3. Building construction: Assembling and erecting buildings and facilities using specified materials and construction methods.
4. Adherence to plans and standards: Following architectural and engineering designs, ensuring compliance with building codes, safety regulations, and MCT’s specifications.
5. Project cleanup and handover: Removing construction debris, conducting final inspections, and ensuring the site is ready for use upon project completion.
6. Cultural and historical sensitivity: Constructing facilities with respect to the historical significance of Bloody Ridge National Park, following guidelines that preserve its heritage.
Key Deliverables
• Water Supply: Installation of a borehole and water tower connected to the security hut and ablution block. (Note: The borehole drilling will be done by the Ministry of Mines, Energy & Rural Electrification in collaboration with the Ministry of Culture and Tourism).
• Visitor Ablution Block: A well-constructed, visually attractive restroom facility with appropriate plumbing and sanitation systems.
• Two large Visitor Shelters: Sturdy, weather-resistant shelters designed to provide shade and comfort for park visitors.
• Guardhouse/Park office with adjoining restroom: A secure, durable structure to accommodate park rangers, ensuring controlled access and site safety.
