About REnew Pacific

REnew Pacific is a AU$75M program over 4.5 years. It aims to scale and expand on the critical lessons learned in the DFAT-funded Business Partnerships Platform (BPP) pilot to support DFAT and the Australian Infrastructure Financing Facility for the Pacific (AIFFP) to address climate infrastructure mitigation, adaptation and resilience among Pacific states and help Australia be the climate infrastructure partner of choice in the Pacific.

Tetra Tech International Development, the Managing Contractor for the Australia Awards in Indonesia (AAI) is seeking tenders for the design and delivery of Mobilising Long-Term Capital through Insurance and Pension Reform in Indonesia short course.

Tenders are sought in accordance with the AAI Short Course Guidelines and as per the details more fully described in this Request for Tender (RFT) documentation.

Details of the course are included in Part B – Scope of Services.

To tender to design and deliver this course the lead business must be a Registered Training Organisation (RTO) in Australia or an Australian tertiary institution as defined in the Higher Education Support Act, 2003 Table A, B and C. AAI will exclude a tenderer on the grounds of bankruptcy, insolvency, false declarations, or significant deficiencies in performance of any substantive requirement or obligation under a prior contract with Tetra Tech International Development or AAI.

Platform Overview:    

The Fiji Program Support Platform (FPSP, or the ‘Platform’) is a Department of Foreign Affairs and Trade (DFAT) investment which assists DFAT to deliver Fiji’s national development priorities, in line with Australia’s International Development Policy, the Fiji-Australia Vuvale Partnership and the Development Partnership Plan for Fiji.  

The Platform supports DFAT to deliver key bilateral programs, such as health, education, scholarships, social infrastructure, governance, climate and emergency preparedness and response. Platform activities identify and address climate risks, and promote climate action and gender equality, disability and social inclusion (GEDSI) across and beyond the sector programs.
The Platform has three functional Outcomes:  

1. The Platform has delivered its sector program outcomes, including through supporting strategic coherence, planning, partnerships management, data and learning across the portfolio of investments.
2. The Platform has prioritised gender equality, disability-inclusive development, and climate and disaster resilience, in its systems and practices. This includes in how it undertakes sector programming and its engagement with selected Government of Fiji (GoF) agencies.
3. The Platform administers timely and efficient programming that is: value for money; maximises use of local supply chains; and supports good governance, and public diplomacy, effective decision making and risk management. 

In addition to the sector program delivery arrangements, the Platform is also engaged by DFAT to deliver activities under a Multi‑Sector Services Order (MSSO). As part of DFAT’s commitment to providing flexible and responsive support to the Government of Fiji, this contracting modality enables the Platform to provide advisory, non‑advisory and ad‑hoc support services for DFAT that respond to emerging priorities which do not necessarily align with existing sectoral programs and may operate across a range of Government of Fiji agencies. This Position will sit under the MSSO.

Overview and Background:

The Ministry of Justice (MOJ) is undertaking a comprehensive justice sector reform program which outlines an ambitious multi-pillar agenda to modernise, strengthen, and transform justice service delivery nationwide. The reform effort spans digital modernisation, legislative renewal, justice system efficiency, anti-corruption, access to justice, and community engagement. To drive this agenda forward, the Ministry will establish a dedicated technical team that provides strategic coordination, specialist expertise, and operational leadership to ensure reforms are implemented cohesively, efficiently, and with measurable impact.

The team will not replace any existing government actors but will work to enhance implementation capacity through targeted leadership in digital system integration, legal and policy reform, and GEDSI-driven access to justice initiatives. 

Implementation will be through coordinating complex, interdependent workstreams such as e-filing, legislative modernization, trauma-informed training, mobile legal clinics, digital evidence systems, whistleblower frameworks, community paralegal systems, and national dashboards. 

This program structure establishes clear strategic and operational accountability.  Together, this integrated model will drive the successful delivery of the Tier Implementation Matrix by improving coordination across justice institutions, embedding GEDSI principles, strengthening public trust, and ensuring that transformative reforms are delivered in a timely, transparent, and sustainable manner.

The Strongim Bisnis project supports private sector development in Solomon Islands by strengthening key value chains and improving market access for local producers. As part of this effort, Strongim Bisnis is supporting the development of the seaweed sector, with a focus on improving farmer access to inputs and supporting aggregators to access more profitable markets.

Currently, seaweed in Solomon Islands is primarily dried and exported with minimal value addition. This limits income potential for farmers and constrains the sector’s overall economic contribution. There is an opportunity to explore higher-value markets and products, including but not limited to cosmetics, nutraceuticals, food products, and pet food.

Objective of the Assignment

The objective of this consultancy assignment is to assess the commercial viability of value-added seaweed products in Solomon Islands and identify feasible market opportunities, technologies, and business models to support sector upgrading.
