Purpose

To create a centralised, automated, and secure platform that manages learner registration processing, enrolment and their skills development journey with Pacific Australia Skills. The system should also serve as a database for all learner data, streamline administrative processes, enhance communication across country offices, and improve operational efficiency with enhanced reporting capabilities for data analysis and dashboard visualisations.

Scope

The system should provide modules/capabilities to address:

  • Learner registration – online registration, customisable online application forms, document uploads and administration tracking.
  • Learner Portal
  • Enrolments
  • Learning Management System
  • Alumni Management
  • Integration with other systems.

Features and Functionalities

  • User Management: Authentication, registration, profile management for students and staff.
  • Learner Information Management: Centralised database for learner profiles, attendance, and contact information.
  • Academic Management: Course and class management, attendance tracking, assignment submissions, and grading.
  • Reporting and Dashboards: Dynamic dashboards and tools for generating reports on learner enrolments, completions, course progress, etc
  • Communication Tools: Features for communication between students and skills development advisers.
  • Security and Data Integrity: Robust measures to protect sensitive student data which should align with Australian Government Protective Security Policy Framework (PSPF), the Information Security Manual (ISM), and the Australian Privacy Principles (APPs).
  • Integration: Capability to integrate with other existing and upcoming systems as well as the Management Information System (MIS).
  • Devices: A system that can be accessed on various devices and platforms.

About the Proposal

DT Global has been engaged by Australia’s Department of Foreign Affairs and Trade (DFAT) to manage the next phase of Australia’s investment in strengthening the delivery of law and justice services in Papua New Guinea for a 4-year period to December 2027.

APLJ seeks to contribute to PNG’s law and justice sector capacity to provide inclusive, safe, secure and accountable law and justice foundations for peaceful and prosperous communities, equitable economic development and private sector growth.

The program aligns with Government of Papua New Guinea (GoPNG) law and justice sector goal of ‘building peaceful and prosperous communities together’. APLJ will focus on three End of Program Outcomes (EOPOs):

EOPO 1 – Community Safety and Access to Justice at the Local Level: Communities in target locations, especially women, children, persons with disabilities, vulnerable people and those accused of sorcery, have improved access to selected justice and support services.

EOPO 2 – Law and Justice Services Supply: Responsible law and justice sector agencies increasingly provide selected inclusive, responsive, and accountable essential law and justice services in target locations.

EOPO 3 – Leadership, Coordination and Accountability: Responsible law and justice mechanisms demonstrate improved sectoral leadership and coordination of national and subnational law and justice services and improved sector integrity systems.

APLJ will have a strong focus on addressing gender equality, disability equity and social inclusion (GEDSI): this includes continued and strengthened attention to Gender Based Violence (GBV1) and strengthened opportunities for women in leadership, as well as increased focus on the engagement of persons with a disability and other particularly marginalised populations.

The program will continue Australia’s support to law and justice development in the Autonomous Region of Bougainville (ARoB) as well as Hela, Madang, Morobe, Southern Highlands, Western and West New Britain.

DT Global will work in partnership with Clear Horizon, an Australian-based advisory firm, to bring a robust Monitoring, Evaluation, Learning and Adoption (MERLA) methodology to assess APLJ progress and performance, drive knowledge and learning, and promote continuous program improvement

The Australia-Papua New Guinea Law and Justice Program in Bougainville are supporting the court circuit for Atolls in Bougainville and seek the services of a passenger vessel to transport participants around several atolls in Bougainville.

Responsibilities

Tentative dates: 22-29 November 2025

To Include: Tasman Island, Mortlock Island

Each visit will include a 2 day program with community awareness and public consultation on day one and service delivery on day 2. This program contains the key elements of Justice Outreach program whilst also capturing other sub-activities combined with the Court Circuit to the Atolls, within 2 days.

Background to the Strongim Bisnis program

Solomon Islands Australia Partnership’s Strongim Bisnis program is an economic development initiative to increase economic opportunities and participation for people and businesses in Solomon Islands.

Recognising that Solomon Islands has a small consumer market and economy, dispersed population, and high cost of doing business, Strongim Bisnis identifies and analyses specific sectors that have a high potential for growth and can create new employment and income

generation opportunities.

We facilitate strategic partners (including businesses, government, civil society, and associations) in those sectors to address the root constraints to growth and inclusion (Women, Youth and People living with disabilities) through innovative solutions.
 

Background to the Assignment

SolTuna Limited, based in Noro in the Solomon Islands, is the country’s leading tuna processor and a major contributor to local employment and economic activity. The company currently depends heavily on diesel-generated energy for its steam and electricity needs, leading to high operational costs and significant carbon emissions.

A 2024 study confirmed that woody biomass from local sources presents a technically viable and sustainable alternative to diesel for process heat generation. Building on this analysis, the next phase will deliver a detailed technical, logistical, and financial design for a biomass boiler system that meets SolTuna’s current and future energy needs.This will include evaluating biomass fuel supply options—both primary and backup sources—assessing infrastructure and site readiness, and designing systems to reduce energy waste. The study will also explore staged integration of biomass-powered electricity generation and provide initial recommendations for integrating solar energy in a hybrid setup.

This work supports SolTuna’s long-term goals to reduce reliance on imported fossil fuels, improve operational resilience, and transition to cleaner, locally sourced renewable energy.
