Program Background
The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:
· Pillar 1: Stronger national level enabling environment for sub-national service delivery
· Pillar 2: Better sub-national governance for service delivery
· Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups
SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanagh Papua. The Role
Management Information System (MIS) is an essential tool to ensure efficient, effective and accountable that project implementation. SKALA is currently developing an MIS using the QuickBase project management platform. The MIS includes Event Planning, Activity Approval, Travel Request, Workplan and Progress Tracker modules which are required to be regularly maintained and monitored.
The Database Coordinator will assist and support SKALA MIS Manager in day-to-day monitoring of SKALA’s Management Information System (MIS) data quality and provide assistance in developing, refining and enhancing and trouble-shooting current MIS modules. The Database Coordinator also will support the SKALA team to run queries and provide data for reporting purposes.

About You
Specific Responsibilities
Support the MIS Manager in the administration, maintenance, and enhancement of the SKALA MIS platform, ensuring data accuracy, system functionality, and efficient workflow processes. Key responsibilities include:
· Database Administration & Maintenance
o Assist in managing function modules, table relationships, and business processes within the MIS platform.
o Identify and implement forms, rules, automation, and notification processes to optimize system efficiency.
o Develop and apply query formulas for generating essential reports, charts, and data visualizations.
o Support workflow requirements to streamline operations.
o Conduct data cleansing to improve accuracy and consistency.
· System Enhancement & Integration
o Monitor and refine existing MIS modules, ensuring continuous improvement in functionality.
o Extract, transform, update, and integrate data from various sources into the MIS platform for SKALA analysis, including financial expenditure, event records, and evidence data.
o Assist in the design and development of new MIS modules, ensuring seamless integration with existing systems.
· Data Visualization & Reporting
o Support the development of data dashboards for monitoring key metrics.
o Ensure the accuracy and reliability of visualized data for decision-making.
o Collaborate with SKALA’s management team to prepare and provide analytical reports using data from the MIS.
· Training & Documentation
o Provide training and capacity building for SKALA staff on the use and application of the MIS system.
o Assist in developing MIS user guidelines to enhance operational efficiency.
· General Support
o Perform additional tasks as assigned by the MIS Specialist or MIS Manager to support platform optimization and functionality.
· Undertake other duties as required by the Program.
Other Duties
· Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.
· Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.
Job Requirements
· Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
· Work may require long and flexible hours as needed. Travel is based on need.
Relationship Management
This position reports to MIS Specialist / Manager and will work closely and effectively with SKALA Monitoring Evaluation and Research Learning Team and coordinating with other relevant units including Operations, Implementations, Knowledge Management & Partnerships and Governance Strategic Quality Team.
Selection Criteria
Essential
· Minimum of a bachelor’s degree in information systems, Computer Science, Data Management, or a related field. Equivalent practical experience in supporting Management Information Systems (MIS) platforms or databases will also be considered.
· At least 5 years of relevant experience with a master’s degree, or 8 years with a bachelor’s degree, in system and database development using Relational Database Management Systems (RDBMS).
· Familiar with HTML (Hypertext Markup Language), CSS (Cascading Style Sheets), and Jinja expression in Python language is an advantage.
· Proficient skills in Microsoft Excel formula and analysis, including validating, pivoting, filtering and lookup formula.
· Experience in working with project management tools such as QuickBase, SharePoint, diverse online data collection tools such as Kobo Toolbox, Survey Monkey, or other data collection tools.
· Familiar with data visualisation tools such as Microsoft Power BI, Tableau, etc.
Preferred
· Good analytical, written and verbal communication skills, with the ability to communicate with a variety of audiences and produce good written reports.
· Ability to work independently and to tight deadlines and produce high quality documentation.
· Previous experience working with DFAT and a sound understanding of donor MERL requirements.
· A demonstrated understanding of the Indonesian decentralisation processes including relevant laws, policies, regulations and the political economy of the sector.
· Knowledge and awareness of the different needs of traditionally disadvantaged stakeholders such as women, the elderly, vulnerable and people with disabilities or special mobility needs.
