About Pacific Labour Mobility Support Program
The Pacific Australia Labour Mobility (PALM) scheme is a signature initiative for the Australian Government that enables workers from 9 Pacific Island Countries (PICs) and Timor- Leste to work in priority sectors in Australia. The Pacific Labour Mobility Support Program’s (PLMSP) role is to provide the Department of Foreign Affairs and Trade (DFAT) and governments in 9 PICs and Timor-Leste with support to enable workers to access PALM scheme in inclusive ways that maximise the benefits for the workers and national economies while minimising risks from labour mobility participation. Palladium is contracted to deliver PLMSP on behalf of DFAT.
This Opportunity
The Disability Inclusion Adviser will be responsible for providing strategic and responsive advice on disability inclusion. This role will support the development and implementation of PLMSP’s GEDSI Strategy and related initiatives, with a focus on disability inclusion approaches, priorities, and activities.
This is a Short Term Consultant Opportunity required for approx. 45 days up until June 2026.

Overview
The Western Province Partnership (WPP) is a component of the Australia-Papua New Guinea Subnational Program (APSP). The objective of the WPP is for Australia and Western Province to foster stronger ties and greater coordination to improve human and economic development, enabling infrastructure and regional security.
The APSP is an enabling mechanism comprised of four separately designed programs including: Bougainville Partnership, Kokoda Initiative Partnership, Subnational Governance and Implementation Plan, and the WPP. Each program has its own outcomes, theory of change, operational approach and separate monitoring and evaluation systems.
Managed by Abt Global under a single contract, the centralised approach is aimed to ensure and drive value for money by realising back-office efficiencies, ensure gender is consistently at the forefront of each program and deliver opportunities for learning and adaptation between programs.

Pacific Australia Skills wishes to engage a qualified company to design and build an impactful, user-friendly and accessible website that is easy to navigate, update and to maintain. The website should engage and inform the program’s target audiences about the program, its locally led and job focused approach, its progress (success stories), its partners and signpost skills and training opportunities in the Pacific countries and Timor-Leste in which it operates.
The website must use responsive design ensuring that it is optimised on mobile devices, laptops and tablets, has a fast-loading time and is fully accessible in compliance with WCAG 2.1AA guidelines for inclusive design.
Pacific Australia Skills will engage the successful tenderer for a period of 8-10 weeks for design and delivery with a further 1 day / 8 hours per month consultancy for a period of 6 months following the new website live date in January 2026. This 1 day / 8 hours per month consultancy period is required to assist the communications team with the website reporting set up, to provide any additional content management training, and address any issues including the delivery of small design adjustments/enhancements required to maximise the overall efficiency and effectiveness of the website.
