Position: Infrastructure Adviser

Program: Vanuatu Australia Infrastructure for Development (VAI4D)

Location: Port Vila, Vanuatu

Duration: Upto 100 days (with the option to extend)

Required Travel: Possible travel within Vanuatu

Reports To: Lead Engineering Adviser

Direct Reports: Nil

 

Background

The Vanuatu Australia Infrastructure for Development (VAI4D) program is a five-year (2024-2029) investment funded by the Government of Australia through the Department of Foreign Affairs and Trade (DFAT). VAI4D supports the Government of Vanuatu’s Ministry of Infrastructure and Public Utilities (MIPU) to achieve sustainable and well-maintained infrastructure and services for all, through inclusive and effective partnerships. VAI4D continues Australia’s assistance to MIPU/PWD to effectively and efficiently managed Vanuatu’s public roads network while expanding support for strengthening the capacity of MIPU to deliver infrastructure projects in civil aviation, ports and marine, and public buildings.

 

The VAI4D investment is focused on three end of program outcomes (EOPOs):

EOPO 1: MIPU PWD manages Vanuatu’s public roads network effectively and efficiently.

EOPO 2: MIPU (civil aviation &/or ports and marine &/or public buildings) use improved systems, processes, and technologies.

EOPO 3: GoV agencies deliver infrastructure portfolios and projects more coherently, effectively, and efficiently, in coordination with GoA partners.

 

VAI4D also mainstreams and spotlights cross-cutting areas, including gender equity, disability and social inclusion (GEDSI), climate change & disaster risk resilience, social and environmental safeguards, localisation, and asset management through the identification, planning, design, implementation, and monitoring of projects.

 

Position Summary

The Infrastructure Adviser (IA) will work closely with MIPU’s Public Works Department (PWD) and with the Department of Ports and Harbor (DPH) and Civil Aviation Authority Vanuatu (CAAV) to undertake a comprehensive and thorough Domestic Ports and Airports Situation and Needs analysis focusing on infrastructure assets development and management. The IA would then recommend opportunities for support from VAI4D to drive the successful delivery of aviation and maritime infrastructure initiatives, supporting the achievement of program outcomes.

Summary: 

The Pacific Engagement Visa (PEV) is a new permanent visa program delivered by the Australian Government that was launched in 2024. Under the PEV, up to 3,000 visas will be allocated to Pacific and Timor-Leste nationals annually by a ballot process across participating countries. Applicants selected in the ballot are able to apply for permanent residence in Australia. 

The PEV aims to increase permanent migration from the Pacific and Timor-Leste, growing the diaspora in Australia, strengthening people-to-people links, and encouraging greater cultural, business and educational exchange. DFAT has appointed a consortium led by Icon Agency (the Icon Consortium) to deliver the Pacific Engagement Visa offshore support services. Consortium partner Island Spirit is responsible for in-country services, supporting PEV clients in each participating country through the ballot, visa application and pre-departure stages.

Background 

Solomon Islands Australia Partnership’s Strongim Bisnis is an economic development initiative to increase economic opportunities and participation for people and businesses in Solomon Islands. 
 
Recognising that Solomon Islands has a small consumer market and economy, dispersed population, and high cost of doing business, we identify and analyse specific sectors that have a high potential for growth and can consequently create new employment and income generation opportunities.  

 We facilitate strategic partners (including businesses, government, civil society, and associations) in those sectors to address the root constraints to growth and inclusion (Women, Youth and People living with disabilities) through innovative solutions.  

Position Summmary and Justifcation for the Role 

The Partnership Director – Deputy Team Leader is responsible for the design, implementation and management of the program partnerships portfolio and representation of the program in stakeholder engagement.  

The Partnership Director is responsible for the technical design and implementation of sector strategies for Strongim Bisnis, including supporting the identification and development of partnerships with businesses, relevant associations, and the Solomon Islands Government (SIG) to deliver inclusive and resilient growth.  

The position is based in Honiara, where the Strongim Bisnis Office is located. The program’s business activities are implemented nationally, focusing on stimulating pro-poor growth and maximising impact to scale-up long-term production, value addition, income, employment, and opportunity across the provinces. The Partnership Director supports engagement with all stakeholders in target sector and cross cutting areas, from smallholder producers within local communities to government ministries, service providers, aggregators, manufacturers, exporters, and investors. 

This role drives innovation and flexibility and contributes new thinking within existing and new markets to develop and facilitate strategic partnerships that drive systemic change in selected sectors, leading to greater productivity and inclusivity, and increased incomes for poor households in the Solomon Islands. 

The Partnership Director works closely with the Team Leader to lead the development of intervention strategies for target sectors and manage Business Case development. The role requires working closely with the Communications and Engagement Director – Deputy Team Leader and MRM Manager to ensure interventions are effectively monitored, implemented, and managed, using tailored and adaptive approaches, and consistently learning from new information and the changing context over the life of the program.  

The Partnership Director manages Senior Partnership Managers, with each adviser working within one of the technical Hubs. The Partnership Director works closely with the Senior Partnership Managers to prepare Business Cases, budgets, and Partnership Agreements, implement partnership activities and procurement, and manage the program portfolio.

SUMMARY OF THE PROJECT
The DFAT-funded Knowledge Partnership Platform (KONEKSI) is Australia's flagship program in the Indonesian knowledge and innovation sector. KONEKSI aims to achieve an enduring relationship between Indonesia and Australia that advances mutual interest and supports Indonesia's inclusive and sustainable development. KONEKSI seeks to improve the use of knowledge-based solutions for inclusive and sustainable policies and technologies. This purpose positions KONEKSI as a vehicle to produce knowledge on complex socio-economic problems, where effective solutions are often beyond a unique sector or category of stakeholders. The knowledge produced through KONEKSI will feed into current GoA-supported initiatives in Indonesia. It will reflect new emerging agendas/priorities that become relevant for bilateral cooperation in the future. It will support both the knowledge-to-policy cycle (K2P) and the knowledge-to-innovation cycle (K2I) in a complementary and synergistic way. KONEKSI will focus on two End of Investment Outcomes (EOIOs):

About P4I

Partnerships for Infrastructure (P4I) is an Australian Government initiative partnering with Southeast Asia to drive sustainable, inclusive, and resilient growth through quality infrastructure. P4I partners with Cambodia, Indonesia, Lao PDR, Malaysia, Philippines, Thailand, Timor-Leste, Vietnam and the Association of Southeast Nations (ASEAN).

Delivered through a single team, P4I is led by the Australian Department of Foreign Affairs and Trade (DFAT) in collaboration with Ernst & Young, Adam Smith International, The Asia Foundation and Ninti One.

P4I works with partners to strengthen infrastructure decision-making and practice across the transport, energy, utilities and telecommunications sectors. P4I’s focus is on the early stages of the infrastructure lifecycle, including planning and prioritisation, financing strategy, and procurement. Foundational to quality infrastructure, P4I integrates Gender Equality, Disability, Social Inclusion (GEDSI), and Disaster Risk Reduction and Climate Change (DRRCC) considerations into all activities. P4I has a head office in Bangkok, with other staff located around the region.

Scope of work

P4I is seeking a qualified entity(s), including an organisation, individual consultant, or groups of consultants, for the role of Technical Consultant (Consultant) to be engaged in the P4I Activity team to undertake and deliver the following scope of work.

Part A: Development of SOP to evaluate Feasibility Studies in line with the Guidelines as attached in
Appendix A;

  • Assist the P4I Activity team and participate at stakeholder consultations and meetings as required and relevant for the development of the SOP
  • Identify and document the key processes and procedures to follow in evaluating the Feasibility Studies.
  • Develop draft and final SOP to enable DEPP to evaluate the Feasibility Studies at several levels during assessment. This may include:
    • Level 1: level of substantial responsiveness to the Guidelines
    • Level 2: Identification of material omissions/deviations in the Feasibility Studies
    • Level 3: Detailed evaluation of the Feasibility Studies as per the existing Guidelines
  • This scope includes the development of the SOP based on international best practices and globally accepted standards/principles to the extent permitted in the Guidelines covering the applicable sections in the Guidelines.
    • Appendix B provides a matrix with the potential division of input required from various workstreams as per the contents of the Guidelines for reference.

Deliverables: Input to the table of contents and to the SOP manual to evaluate Feasibility Studies in line with the above “Scope of work - Part A”. The deliverables shall be in P4I branded MS Word templates or format advised by the P4I Activity team.

Part B: Knowledge exchange and training workshops on the SOP

  • The Consultant shall develop content for the SOP training workshop using P4I branded materials encompassing Part A of the “Scope of work” above. The exact format and structure of the workshop to be informed by the P4I Activity team.

Deliverables: Delivery of 1-2 days of in-person workshop sessions on the implementation of the SOP manual
