short course. Tenders are sought in accordance with the AAI Short Course Guidelines1 and as per the details more fully described in this Request for Tender (RFT) documentation.

Details of the course are included in Part B – Scope of Services.

To tender to design and deliver this course the lead business must be a Registered Training Organisation (RTO) in Australia or an Australian tertiary institution as defined in the Higher Education Support Act, 2003 Table A, B and C.

AAI will exclude a tenderer on the grounds of bankruptcy, insolvency, false declarations, or significant deficiencies in performance of any substantive requirement or obligation under a prior contract with Tetra Tech International Development or AAI.

About P4I

Partnerships for Infrastructure (P4I) is an Australian Government initiative partnering with Southeast Asia to drive sustainable, inclusive, and resilient growth through quality infrastructure. P4I partners with Cambodia, Indonesia, Laos, Malaysia, Philippines, Thailand, Timor-Leste, Vietnam and the Association of Southeast Asian Nations (ASEAN).

P4I works with partners to strengthen infrastructure decision-making and practice across the transport, energy, utilities and telecommunications sectors. P4I’s focus is on the early stages of the infrastructure lifecycle, including planning and prioritisation, financing strategy, and procurement.

The four main services offered by P4I are linkages with Australian government agencies and other institutions, technical and policy advice, infrastructure project advice and knowledge-sharing and learning. 

As the foundation of quality infrastructure, P4I also integrates gender equality, disability, and social inclusion, and disaster risk reduction and climate change considerations into all activities.

Delivered through a single team, P4I is led by the Australian Department of Foreign Affairs and Trade (DFAT) in collaboration with Ernst & Young, Adam Smith International, The Asia Foundation and Ninti One. P4I has a head office in Bangkok, with other staff located around the region. 

Scope of Work

Use of automated design tool to develop a geospatial model which:

  • contains the boundaries for Fibre Serving Areas (FSA) and Wireless Serving Areas (WSA) based on the provided and generated demand point geospatial data together with associated infrastructure data for the Philippines; and
  • provides a high-level path for the Transit Network connecting the various nodes within the network to the six Aggregation Nodes (AN) following the fibre routes/powerline routes/road network; that complies with the provided high-level Network Architecture principles provided by the supplier.

The geospatial output data shall be in an agreed format (KML, SHP, TAB, etc) that contains area polygon data as .kmz/.kml files capable of being displayed on Google Earth over the Philippines as well as the timeline of possible network rollout as a .kml file.

Geospatial inputs provided by the supplier

P4I will provide the required geospatial input data (see table 1) which outline the current telecommunications service footprint, premises, demand and environmental data. P4I may also provide the optional GIS input data (see table 2) to enhance the accuracy of the solution (pending availability).

Applicants are required to quote:

  1. The development of the solution for a defined geographic area which covers an example set of metro, urban, regional and remote demand points on an incremental time and material basis, testing the solution with P4I at each iteration; and
  2. Once agreed for the example set, the provision of the solution data set for all of the Philippines.

About Pacific Labour Mobility Support Program    ​

The Pacific Australia Labour Mobility (PALM) scheme is a signature initiative for the Australian Government that enables workers from 9 Pacific Island Countries (PICs) and Timor- Leste to work in priority sectors in Australia. The Pacific Labour Mobility Support Program’s (PLMSP) role is to provide the Department of Foreign Affairs and Trade (DFAT) and governments in 9 PICs and Timor-Leste with support to enable workers to access PALM scheme in inclusive ways that maximise the benefits for the workers and national economies while minimising risks from labour mobility participation. Palladium is contracted to deliver PLMSP on behalf of DFAT.  

The Talent Acquisition Coordinator will be responsible for undertaking recruitment activities and providing administrative and technical support across the HR and Recruitment function. The HR and Recruitment function for the PLMSP project provides comprehensive support to talent acquisition and onboarding within complex environments in Australia and ten Pacific and Timor Leste countries. 

This is a fixed term opportunity required till September 2028 with possibility of extension.

About RT4D

The Regional Trade for Development (RT4D) initiative is funded by both the Governments of Australia and New Zealand. It assists ASEAN Member States (AMS) in meeting their commitments and realising the advantages offered by the Agreement establishing the ASEAN-Australia-New Zealand Free Trade Area, or AANZFTA, and the Regional Comprehensive Economic Partnership, or RCEP.

Through the AANZFTA Implementation Support Program (AISP) and the RCEP Implementation Support Program (RISP), RT4D provides tailored support to enhance the capabilities of ASEAN Member States by strengthening skills, building networks, facilitating policy options and ensuring that trade benefits everyone, including Micro, Small and Medium Enterprises (MSMEs), women and people with disabilities.

Also operating under RT4D is the Trade and Gender Equality Incubator (TGEI), an initiative funded by the Australian Government. The incubator tests ideas and methods, drawing on promising examples, that integrate gender in trade policy, technical cooperation, and development programming.

The Governments of Australia and New Zealand have committed up to AUD 48.7 million to fund RT4D from 2020-21 to 2027-28.

Project Summary

The RCEP Implementation Support Program (RISP), implemented RT4D Facility, aims to support AMS to realise the full benefits of RCEP through the provision of capacity-building support and access to technical expertise.

The following project is approved under RISP.

  • Project Name: Study on Investor-State Dispute Settlement (ISDS) Reform – Introducing Safeguards in Modern Investment Agreements
  • Project Objective: The project addresses the AANZFTA Committee on Investment’s (COI) Sectoral Strategic Directions Priorities Document (SSDP) to ‘Progress in Advancing the Work Programme for the Upgrade AANZFTA Investment Chapter’ and in particular, the COI Work Programme activity to review Section B (Investment Disputes between a Party and an Investor) of the Upgraded AANZFTA. It aims to support AANZFTA Parties’ consideration of modern ISDS safeguards included in recent agreements and ISDS reforms discussed in international fora, in the context of the review of the AANZFTA ISDS provisions. The project is designed with the following objectives:

o Provide AANZFTA Parties with the latest discussions and outcomes on ISDS reform in other fora.

o Enhance AANZFTA Parties’ understanding of the safeguards to protect governments’ right to regulate as introduced in newer International Investment Agreements (IIAs), and its usage under arbitration cases.

o Align AANZFTA Parties’ understanding on the potential benefits of introducing safeguards to the current ISDS provisions under the AANZFTA.

o Provide recommendations for AANZFTA Parties on the potential modern ISDS safeguard elements that are suitable to be considered for inclusion under the AANZFTA ISDS review.
