Project Overview:

The Pacific Australia Labour Mobility (PALM) scheme is a signature initiative for the Australian Government that enables workers from 9 Pacific Island Countries (PICs) and Timor- Leste to work in priority sectors in Australia. The Pacific Labour Mobility Support Program’s (PLMSP) role is to provide the Department of Foreign Affairs and Trade (DFAT) and governments in 9 PICs and Timor-Leste with support to enable workers to access PALM scheme in inclusive ways that maximise the benefits for the workers and national economies while minimising risks from labour mobility participation. Palladium is contracted to deliver PLMSP on behalf of DFAT.  

Role Overview:

The Operations and Finance Coordinator (Tonga) will be instrumental in providing outstanding operational, administrative, and organizational support to our in-country team. This role is key to the success of our Tonga operations, ensuring smooth and consistent management of all operational needs while aligning with project processes and procedures to enhance efficiency and support program activities. The CAPRED Facility is Australia’s flagship bilateral economic development program in Cambodia, focusing on economic recovery and resilience over the next four years, with a possible three-year extension.
 
The Facility supports Cambodia in implementing a range of necessary economic interventions and reforms to maintain the country’s economic transition. These interventions and reforms are primarily aimed at encouraging more productive and inclusive public and private investment, which promotes a resilient, inclusive and sustainable economy (RISE).
 
CAPRED interventions fall under three technical components including: Agriculture and Agro-processing; Trade, Investment and Enterprise Development and Infrastructure Development; and one Cross-Cutting component comprising: Gender Equality, Disability and Social Inclusion (GEDSI); Climate Resilient initiatives, and policy support. GEDSI is at the heart of all that CAPRED does.
 
The Senior Safeguard Specialist plays a critical role in ensuring adherence to the Department of Foreign Affairs and Trade (DFAT)’s and CAPRED’s safeguarding policies, particularly concerning Child Protection (CP), Preventing Sexual Exploitation, Abuse, and Harassment (PSEAH), modern slavery, and overall risk mitigation. Safeguarding is critical component of the overall CAPRED’s Environmental and Social Management System (ESMS).

This is a fixed term opportunity required till September 2028 with possibility of extension.
