The Australian Infrastructure Financing Facility for the Pacific (AIFFP) is a $4 billion initiative implemented by DFAT to support priority infrastructure projects in Pacific Island countries and Timor-Leste across sectors such as telecommunications, energy, transport, and water infrastructure. As of December 2023, AIFFP operates in eight countries, with thirteen signed infrastructure projects valued at $1.2bn, in partnership with a combination of sixteen government and private sector partners. The AIFFP is committed to ensuring AIFFP-financed infrastructure is high quality and inclusive, adheres to the highest standards of social and environmental safeguards, creates economic opportunities for local communities and builds local capacity.

AIFFP is in the process of preparing, approving, and implementing a significant pipeline of projects to support the PNG power sector. The pipeline includes the 4 projects (tabled within RFQ) totaling up to US$222 million. The AIFFP Support Unit, managed by Tetra Tech provides client-side project management services.
Implementation of these projects will be the responsibility of PNG Power Ltd (PPL). The Portfolio of Projects will be delivered through a Joint Project Management Office (JPMO). The JPMO will be supported by Construction Supervision Consultants (CSCs) for each project, funded through the Project financing.
The Senior Electrical Engineer will provide comprehensive technical assistance, and oversight to support the project execution and, implementation stages for the above components, ensuring alignment with AIFFP Regulations. Initial inputs will be focused on the Laitim Hauslain project.
