Position Description Summary

Deputy Team Leader – Communications

The Deputy Team Leader – Communications is a senior leadership role responsible for shaping and executing Strongim Bisnis’ strategic communications, public diplomacy, and knowledge management in line with DFAT requirements and the program’s overarching direction.

Working closely with the Team Leader and senior management, the role provides high-level guidance that strengthens program visibility, protects reputational integrity, and enhances influence among stakeholders across the Solomon Islands and the region.

The role ensures the communications function is underpinned by strong systems, clear standards, and a forward-looking strategy. It oversees integrated communications products, evidence-based storytelling, and impactful engagement that showcase program achievements and partnerships. The position also builds internal capability, ensuring staff have the tools, skills, and information needed to communicate effectively and consistently.

As a member of the program’s leadership team, the Deputy Team Leader – Communications contributes to program-wide planning and risk management (particularly reputational and communications risks), champions culturally grounded and inclusive approaches, and promotes a culture of accountability, collaboration, and continuous improvement.

This is a full-time role based in Honiara, with responsibility to lead both directly and through influence to ensure communications are strategic, timely, and aligned with Strongim Bisnis’ development objectives.

Home-based. This EOI is open for individuals and organisations who are based in a Pacific Island Country or a National citizen of a Pacific Island Country but based overseas.

The Aus4ASEAN Futures Initiative is a 10-year, AUD204 million investment by the Australian Government, progressing the Comprehensive Strategic Partnership (CSP) between ASEAN and Australia established in October 2021.

It is a vital program in strengthening the relationship and positive dialogue between Australia and ASEAN. At the core of the support is a trust fund that will support jointly approved ASEAN priority projects. It also supports cross cutting issues within ASEAN and further strengthens engagement between Australia and ASEAN.

Fiji Program Support Platform (FPSP) 

• Long term position
• Contract duration: commencing as soon as possible to 30 June 2027, with the intent to extend to 2 years with possible further extension (subject to Program end date extension and program funding)

The Australia Awards South Asia & Mongolia program is seeking technical proposals from Registered Training Organisations in Australia, or Australian tertiary institutions as defined in the Higher Education Support Act, 2003 Table A, B and C, to design and deliver a Short Course Strengthening TVET Practice in the Maldives (Maldives).

Tetra Tech International Development Pty Ltd (Tetra Tech International Development) as the managing contractor of the Basic Education Quality and Access in Lao PDR Phase 2 program on behalf of the Australian Department of Foreign Affairs and Trade, is seeking proposals from local and international service providers to design and conduct research on School Related Gender Based Violence (SRGBV), Child Protection and Social Norms in primary schools in Lao PDR, as further described in the Part B, Scope of Services.

To submit a proposal to design and deliver the research the organisation must be a local or international non-governmental organisation, consulting firm, training organisation or tertiary institution. It is intended that a single organisation (either alone or as the lead of a consortium) be contracted to design and deliver the research.

Proposals must be in English, follow the RFP requirements and address all of the selection criteria specified in the RFP document.

The Pacific Australia Labour Mobility (PALM) scheme is a signature initiative for the Australian Government that enables workers from 9 Pacific Island Countries (PICs) and Timor- Leste to work in priority sectors in Australia. The Pacific Labour Mobility Support Program’s (PLMSP) role is to provide the Department of Foreign Affairs and Trade (DFAT) and governments in 9 PICs and Timor-Leste with support to enable workers to access PALM scheme in inclusive ways that maximise the benefits for the workers and national economies while minimising risks from labour mobility participation. Palladium is contracted to deliver PLMSP on behalf of DFAT.

Timor Leste Scale Up

Prime Minister Anthony Albanese and Timor-Leste Prime Minister Xanana Gusmão released a joint statement on 21 December 2024 announcing bilateral funding of nearly A$50m (A$48.6m) for the Timor-Leste-Australia Labour Mobility and Skills Partnership, to equip Timorese workers with job-ready skills and provide them with more employment opportunities. The Partnership will help contribute to long term economic growth for Timor Leste and will assist the country to achieve its target of 10,000 workers in the PALM scheme by 2027-28.

This Opportunity  

Labour Mobility Engagement Managers (EMs) in each major sending country will be the key conveners of PLMSP support to sending countries and the primary PLMSP counterparts for DFAT posts. They will be embedded in Labour Sending Units (LSUs) and will work with LSU Directors and senior government officials to coordinate with other stakeholders to drive labour mobility’s contribution to national economic and skills objectives. These country teams will collaborate with DFAT’s other bilateral investments and ensure alignment with bilateral Development Partnership Plans (DPPs). Engagement Managers will work to position PLMSP in country as the proactive leaders of labour mobility that coordinate and convene relevant actors for strategic planning and alignment of labour mobility priorities.

This is a fixed term opportunity required to June 2028.

This Opportunity  

The Welfare Officer will coordinate the PNG Labour Mobility Unit (LMU) activities supporting the wellbeing of PNG workers, as well as families and communities, and key stakeholders including employers, diaspora engaged in labour mobility. 

The role will primarily focus on the developing and strengthening of welfare management systems, welfare stakeholder engagement, including engagement with local service providers to develop a Community of practice and referral pathways. The Officer will proactively lead and support the CLO (Country Liaison Officer) engagements with welfare service providers in host countries and enhance the capacity and welfare advocacy for PNG workers, staff and stakeholders in the PNG labour mobility ecosystem.
