The Opportunity
Through this RfP, the RT4D Facility seeks a firm/organisation or technical expert (the Consultant) to support the design and delivery of project activities between January – December 2026. The Consultant will be responsible for the completion of the following outputs in close consultation and with the approval from the Project Proponent, RT4D Facility and the AANZFTA Sub-Committee on Sanitary and Phytosanitary Measures (SC-SPS):
- Activity 1 – Enrolment of ASEAN Member States Contact Points

The Opportunity
The Regional Trade for Development Facility (RT4D) is seeking a consulting firm/consortium to implement the project “The Development of the ASEAN Guideline on the Verification of Weigh-In-Motion Instruments (WIM Guideline)” by providing both technical and event organisation support. RT4D will manage the project in close consultation with the ASEAN Secretariat, FTA Subsidiary Body, and Project Proponent.
The Consultant must field a multidisciplinary team with proven expertise in legal metrology, standards and conformity assessment, technical guideline development, and ASEAN stakeholder engagement. The team should demonstrate strong project management capability and experience conducting technical research, analysing verification and approval practices, and producing structured outputs such as guideline outlines, diagrams, flowcharts, consultation summaries, and final technical guidelines. Demonstrated ability to deliver inclusive consultations, apply GEDSI and MEL principles, and produce accessible, high-quality materials is essential. Strong writing, documentation, and facilitation skills, along with experience working across AMS with different institutional capacities are required.

About Pacific Labour Mobility Support Program
The Pacific Australia Labour Mobility (PALM) scheme is a signature initiative for the Australian Government that enables workers from 9 Pacific Island Countries (PICs) and Timor- Leste to work in priority sectors in Australia. The Pacific Labour Mobility Support Program’s (PLMSP) role is to provide the Department of Foreign Affairs and Trade (DFAT) and governments in 9 PICs and Timor-Leste with support to enable workers to access PALM scheme in inclusive ways that maximise the benefits for the workers and national economies while minimising risks from labour mobility participation. Palladium is contracted to deliver PLMSP on behalf of DFAT.

Prime Minister Anthony Albanese and Timor-Leste Prime Minister Xanana Gusmão released a joint statement on 21 December 2024 announcing bilateral funding of nearly A$50m (A$48.6m) for the Timor-Leste-Australia Labour Mobility and Skills Partnership, to equip Timorese workers with job-ready skills and provide them with more employment opportunities. The Partnership will help contribute to long term economic growth for Timor Leste and will assist the country to achieve its target of 10,000 workers in the PALM scheme by 2027-28.
