About Pacific Labour Mobility Support Program     

The Pacific Australia Labour Mobility (PALM) scheme is a signature initiative for the Australian Government that enables workers from 9 Pacific Island Countries (PICs) and Timor- Leste to work in priority sectors in Australia. The Pacific Labour Mobility Support Program’s (PLMSP) role is to provide the Department of Foreign Affairs and Trade (DFAT) and governments in 9 PICs and Timor-Leste with support to enable workers to access PALM scheme in inclusive ways that maximise the benefits for the workers and national economies while minimising risks from labour mobility participation. Palladium is contracted to deliver PLMSP on behalf of DFAT.  

This Opportunity  

This is an exciting opportunity to shape, establish and lead the risk, security and health & safety function for PLMSP, ensuring robust systems, practices and safeguards across an expanding regional program.

The Risk and Security Manager will coordinate and strengthen a network of in‑country focal points, delivering risk, security and occupational health and safety (OHS) activities across nine Pacific Island countries and Timor‑Leste. The role is responsible for ensuring appropriate risk management, security arrangements, preparedness, compliance and operational resilience across all project locations.

You will play a pivotal role in ensuring personnel safety, safeguarding program assets, embedding strong risk practices, and ensuring PLMSP is well‑prepared for the dynamic and evolving risk environment across the Pacific.

This is a fixed term role till September 2028.

​​About the Program

​The New Colombo Plan (NCP) is an initiative of the Australian government which provides opportunities for Australian undergraduate university students to undertake immersive, structured learning and internships in the Indo-Pacific region.  In 2025, the Australian Government announced a series of reforms to the NCP program to strengthen the Indo-Pacific capability and Asia literacy of Australians.

Palladium is the Service Provider appointed to deliver the NCP Managed Administrative and Support Services (NCP MASS) program, reporting to and working closely with the Department of Foreign Affairs and Trade (DFAT) NCP Secretariat team, who have overall responsibility for program strategy, policy and oversight. Palladium provides an integrated suite of services to enable the NCP operational delivery across three grants programs: Scholarships, Semester and Mobility.

The NCP Scholarship Program awards scholarships to Australian undergraduate students to undertake immersive programs of up to 19 months across 38 Indo Pacific host locations, involving university study, language training and internships. Scholars strengthen their Indo-Pacific capability and Asia literacy in areas of Australia’s strategic interest and as alumni undertake continued engagement with the region. 

The NCP MASS team provides administrative and support services to the Scholarship Program across its lifecycle phases, from promotion and selection of new scholars, through to pre-departure training, as well as support for scholars throughout their overseas experience, ensuring they meet the requirements of their scholarship grant agreement. 

The STTA Pool is a roster of vetted and qualified consultants from which Development Pathways can rapidly engage technical experts for DFAT-funded programs. The STTA Pool enables programs to effectively respond to emerging opportunities by drawing on exceptional external experts to deliver services.
