The Senior Program Manager will play a key coordination role within the Pacific Partnerships for Aviation (P4A) program, supporting the effective delivery of DFAT-funded aviation investments across the Pacific. Reporting to the Team Leader, the role will work closely with DFAT, Pacific Island governments, aviation sector partners, and industry stakeholders to ensure high-quality program implementation and collaboration across multiple investments.

The position will lead and coordinate program delivery across technical, procurement, MEL, GEDSI, communications, and climate-related workstreams, ensuring activities are delivered efficiently and in alignment with program objectives. The Senior Program Manager will provide strategic coordination support to Activity Leads and may directly manage designated activities where required.

This role is suited to a highly experienced development professional with strong program management, stakeholder engagement, and coordination skills, capable of working proactively in a fast-paced environment with minimal supervision while supporting effective decision-making and implementation outcomes across a complex regional program.

Overview

The Papua New Guinea–Australia Transition to Health (PATH) Program is a six-year (August 2020 – December 2026) AUD 240 million investment implemented by Abt Global under the Papua New Guinea – Australia Partnership. PATH supports the Government of Papua New Guinea (GoPNG) to strengthen essential health service delivery, enhance the capacity of Provincial Health Authorities (PHAs), and promote Gender Equality, Disability and Social Inclusion (GEDSI).

The Accelerated Immunisation and Health System Strengthening Program Phase 2 (AIHSS2) is part of the PATH Program. AIHSS2 is funded by the Governments of Australia and New Zealand and Gavi, the Vaccine Alliance (Gavi).

AIHSS2 has three End of Program Outcomes (EOPOs) that include:

1. PHAs/BDoH increase vaccination coverage in selected provinces and decrease the number of children receiving no vaccines.

2. PHA/BDoH planning and PFM capabilities and practices are strengthened.

3. PHAs/BDoH embed gender equality, disability and social inclusion principles in routine immunisation to increase equity and reach of routine immunisation service delivery.
