About the Proposal
The CRC Support Unit (CRCSU) is seeking interest to design, coordinate and undertake a series of longitudinal case studies of community climate resilience.
Studies will be undertaken in partnership with national research teams for each of the study locations. It is envisaged that between four (4) and six (6) case studies will be undertaken between 2026 and 2029 aligning with the current timeframe of the CRC Facility. Detailed scope including locations of case studies and deliverables will be provided to shortlisted organisations.

The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia's large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program's core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia's previous 19 years of support to Indonesia's decentralised government system. The SKALA Program is to be implemented through the following three pillars:
· Pillar 1: Stronger national level enabling environment for sub-national service delivery.
· Pillar 2: Better sub-national governance for service delivery.
· Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups.
SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanah Papua. About the Program:
The New Colombo Plan (NCP) is an initiative of the Australian government which aims to lift knowledge of the Indo Pacific in Australia by supporting undergraduates to study and undertake internships in the region, ultimately helping to strengthen Australia’s regional standing by building a diverse cohort of Australian alumni with deeper Indo-Pacific knowledge, capability, and connections.
Palladium is the Service Provider appointed to deliver the NCP Managed Administrative and Support Services (NCP MASS) program, reporting to and working closely with DFAT’s NCP Secretariat team, who have overall responsibility for program strategy, policy and oversight. Palladium provides an integrated suite of services to enable the NCP operational delivery and support achievement of the program's strategic objectives, across three programs: scholarships, mobility grants, alumni.
The NCP Scholarship Program awards scholarships to undergraduate students to undertake immersive programs of up to 19 months across 40 Indo Pacific host locations, involving university study, language training and internships.
The NCP MASS team provides administrative and support services to the Scholarships Program across its lifecycle phases, from promotion and selection of new awardees, through to pre-departure training and on-award case management support. This includes administration of scholar grant-based benefits; risk and incident management support; and contributing to communications, stakeholder engagement and monitoring and evaluation processes relevant to the Scholarship Program.
The Opportunity
The RT4D Facility seeks a firm/organization (the Consultant) to support the implementation of the project: Fostering Inclusive Policies and Practices in ASEAN’s E-Waste Management. The Consultant is expected to work from January to August 2026.

Market Development Facility (MDF) is a multi-country initiative which promotes sustainable economic development, through higher incomes for women and men, in our partner countries.

Background
Across Vanuatu, the adoption of digital financial services remains limited, despite the growing availability of digital products offered by financial institutions and mobile network operators. This presents a significant opportunity – particularly in the tourism sector – to improve efficiency, expand market access, and enhance customer experience through digital tools.
Tourism is a key driver of Vanuatu’s economy, yet international and domestic travellers often face challenges in accessing and paying for tourism services online. This limits visibility, reduces booking volumes, and constrains revenue, especially in outer island destinations.
To address these challenges, MDF is supporting an initiative to improve digital payment infrastructure and online booking capabilities. As part of this, MDF is seeking the services of qualified web developer(s) to:
- Design and develop a new Vanuatu Tourism Information Centre (VTIC) website with integrated ANZ eGate payment gateway.
- Integrate ANZ eGate payment gateway into selected tourism business websites.
Objective
The overall objective is to strengthen the digital presence and payment capabilities of VTIC and selected tourism businesses by:
- Developing a modern, mobile-responsive VTIC website with destination marketing features and secure online payments, and
- Integrating ANZ eGate payment gateway into existing tourism business websites to enable secure online payments using Visa and Mastercard.
Quotation Options and Submission Instructions
Tenderers may submit proposals for one or both of the following workstreams:
- Workstream 1: VTIC website development and payment gateway integration
- Workstream 2: ANZ eGate payment gateway integration for selected tourism businesses
Tenderers should clearly indicate in their submission which workstream(s) they are quoting for. Proposals may address either workstream individually or both together. Selection will be based on the demonstrated capacity and relevant experience for the specific workstream(s) quoted.
Submission Instructions:
- If quoting for both workstreams, tenderers may submit a combined technical proposal, provided it clearly addresses the scope, deliverables and requirements for each workstream. However, the financial proposal must clearly differentiate the costs associated with each workstream.
- If quoting for only one workstream, the proposal should address only the relevant scope, deliverables and requirements.
- Financial proposals are to be inclusive of all costs to address each deliverable.
