The Request for Tender (RFT) AM-12559, issued by Tetra Tech International Development, invites qualified Australian Registered Training Organisations (RTOs) to design and deliver Public Policy Short Courses under the Australia Awards Papua New Guinea (AAPNG) program. The Short Courses are expected to address key thematic areas such as governance reform, decentralisation, anti-corruption, policy development, program management, and digital transformation. Each course must be tailored to the local context and incorporate experiential learning, workplace projects, and opportunities for people-to-people links between PNG and Australia. The curriculum should also integrate cross-cutting themes like gender equality, disability and social inclusion (GEDSI), and climate change adaptation. Service Providers are encouraged to propose innovative delivery models, including blended or online formats, and to foster Communities of Practice and institutional linkages between PNG and Australian institutions.
Tenders will be evaluated based on technical merit (80%) and pricing (20%), with criteria including institutional capability, personnel expertise, course design and delivery, innovation, and potential for institutional capacity building. The successful Service Provider will be responsible for all aspects of course design, delivery, monitoring, evaluation, and reporting, and must comply with DFAT policies and AAPNG guidelines. A milestone-based payment structure will be used, and all deliverables must meet specified quality and reporting standards.
The RFT outlines a comprehensive procurement process, including strict guidelines for submission, evaluation, and contract negotiation. Offers must be submitted electronically by 3 June 2025 and remain valid for 90 days.
