The Australian Infrastructure Financing Facility for the Pacific (AIFFP) is Australia’s largest and most significant infrastructure investment in the Pacific. This $4 billion infrastructure initiative is actively engaging with countries in the region to significantly boost Australia’s support for infrastructure development in Pacific countries and Timor-Leste. The Facility uses grant funding combined with loans to support the development of high priority, quality infrastructure.
The AIFFP Investment Preparation and Support Unit (SU), managed by Tetra Tech International Development, is contracted to support the AIFFP meet its objectives.
Telikom PNG (Telikom) is currently using two BSS systems, one of which has reached end-of-life. Telikom proposes to switch to a new, modern single BSS. Telikom envisages the new BSS will streamline billing processes, improve operational efficiency, and support long-term growth. It also wants to ensure a secure and trusted network that meets high-level industry standards during integration and ongoing operation (exact cybersecurity standard TBA).
Telikom has conducted a procurement and contracting process for the replacement BSS, along with the additional service of a VW, with a preferred supplier selected.
The AIFFP, in considering support for Telikom for the proposed BSS replacement and VW, requires a technical due diligence of Telikom’s requirements, the preferred supplier’s solution and the proposed contractual arrangements between them.
There is also a possible requirement for technical contract management client-side support to assist Telikom implement and integrate the proposed solutions.
