Program Background

The Australia Indonesia Partnership for Justice Phase 3 (AIPJ3) is a five-year, A$63 million investment by the Australian Department of Foreign Affairs and Trade (DFAT) to work in partnership with the Government of Indonesia (GOI) to support advancement of its priority law and justice reforms. Building on previous phases, AIPJ3 will support partners to deliver activities against agreed policy priorities, while maintaining flexibility to respond to emerging needs and opportunities. The program focuses on seven policy priorities that are important to Australia and Indonesia: accountability and transparency, criminal justice reform, preventing violent extremism, transnational crime cooperation, commercial law, access to justice, and women’s leadership.

The Role
The Consultant will support the Government of Indonesia (GOI) through Bappenas in conducting an evidence-based study to strengthen the ecosystem of alternative non-custodial sentencing. The study will analyse implementation challenges, institutional and coordination gaps, and practices across the selected regions, and develop an Ecosystem Implementation Model based on the findings to inform policy recommendations.

About You

Roles and Responsibilities

The consultant will support the implementation of the study through the following activities:

• Develop the research design and study methodology.
• Conduct literature review and policy/regulatory analysis related to alternative non-custodial sentencing.
• Conduct mapping of implementation challenges, institutional capacity, and cross-sectoral coordination mechanisms related to alternative sentencing implementation.
• Conduct field research in three selected regions to examine implementation practices, institutional arrangements, coordination, and operational challenges.
• Support the implementation of FGDs, interviews, field observations, and stakeholder consultations with relevant stakeholders.
• Document and analyse the findings from FGDs, interviews, field observations, and stakeholder consultations.
• Conduct analysis of monitoring, data, and information systems related to alternative sentencing implementation.
• Conduct comparative analysis of findings across the three selected regions.
• Provide technical inputs for the development of an Ecosystem Implementation Model for alternative non-custodial sentencing.

• Formulate strategic recommendations for strengthening alternative sentencing implementation to support criminal justice reform and reduction of prison overcrowding.

   

Expected Outcomes

• Comprehensive and evidence-based analysis of implementation challenges and ecosystem gaps related to alternative non-custodial sentencing.
• Improved understanding of institutional capacity, coordination, operational readiness, and monitoring mechanisms supporting alternative sentencing implementation.
• Identification of key enabling factors, challenges, and practices across the selected regions.
• Analysis of FGD, interview, field observation, and stakeholder consultation findings.

• Development of an Ecosystem Implementation Model and strategic recommendations to strengthen alternative sentencing implementation.

   

Selection Criteria
Essential Experience and Knowledge

• Bachelor’s degree in law, criminology, social sciences or other related fields
• Minimum 5 years of professional experience in criminal justice reform, correctional systems, legal policy, or related fields.
• Strong understanding of Indonesia’s criminal justice system, correctional governance, and alternative non-custodial sentencing frameworks.
• Experience conducting policy studies, legal/regulatory analysis, or research related to justice sector reform.
• Experience working with government institutions, development partners, law enforcement agencies, or justice sector stakeholders.
• Strong analytical, coordination, and stakeholder engagement skills.
• Demonstrated experience in preparing policy research reports, analytical papers, or evidence-based studies.

• Excellent written and spoken Bahasa Indonesia, and good professional English.

   

Desirable

• Knowledge of restorative justice and alternative sentencing implementation in Indonesia.
• Experience facilitating FGDs, stakeholder consultations, and policy discussions.
• Familiarity with prison overcrowding and correctional reform issues.
• Experience supporting criminal justice or correctional reform initiatives.

• Master’s degree in law, criminology, public policy, governance, or related fields.
