We are seeking a Communications Manager for the Pacific Labour Mobility Support Program (PLMSP) that will provide communications support and guidance to the labour sending unit, PLMSP and Department of Foreign Affairs and Trade for the Pacific Australia Labour Mobility (PALM) Scheme implementation in Timor Leste. 

The manager will develop and deliver a communication strategy to maximise exposure to existing and potential employers in the PALM Scheme and build awareness and reputation of Timorese workers in Australia. The manager will develop good news stories in Timor-Leste for Timorese audiences including government, communities and other PALM stakeholders.

This is two-year opportunity with the potential for extension and the is based in Dili, Timor-Leste.

We are seeking a Monitoring, Evaluation and Research (MER) Coordinator for the Pacific Labour Mobility Support Program (PLMSP) that will focus primarily on monitoring, evaluation, research and learning (MERL) support for scale-up activities funded through DFAT’s bilateral budget. This person will provide MERL support to Timor Leste’s Direccao Nacional Emprego Estranjeiror (DNEE) and the scale-up manager to ensure the Timor Leste government has the data it needs to inform their objective to increase worker numbers and expand into semi-skilled industries under the PALM scheme. The MER Coordinator will coordinate with PLMSP’s existing Timor Leste MERL coordinator position, to support reporting to DFAT on the effectiveness of assistance to DNEE and the Timor Leste government as well as coordinate MERL activities with other researchers and research organisations, including those funded by DFAT to investigate the impacts of labour mobility in Timor Leste.

This is a two-year contract with the potential of an extension and is based in Dili, Timor-Leste.

We are seeking a Scale-Up Project Coordinator (SPC) for the Pacific Labour Mobility Support Program (PLMSP) that will support the Scale-Up Project Manager (SPM), the Labour Sending Unit (LSU) and the DNEE team to implement the scale up activities in Timor Leste. The position will be responsible for supporting the overall direction of the Scale-Up program, facilitate stakeholder engagement to enhance the quality and quantity of workers available to employers, develop policies and processes to increase Timor-Leste participation in the PALM scheme.

We are seeking a Scale-Up Project Manager (SPM), for the Pacific Labour Mobility Support Program (PLMSP) that will be embedded in the Labour Sending Units (LSUs) of the National Directorate for Overseas Employment, DNEE; of the Secretariate of State for Vocational Training and Employment, SEFOPE. The SPM will support the Engagement Manager in the delivery of the Scale up activities to increase the number of Timorese workers joining the PALM scheme. The SPM will support LSU engagement with DFAT, Australian Approved Employers (AEs), training organisations, INGOs, NGOs and service providers contracted to deliver activities under the DFAT approved.

The Australian Infrastructure Financing Facility for the Pacific (AIFFP) is Australia’s largest and most significant infrastructure investment in the Pacific. This $4 billion infrastructure initiative is actively engaging with countries in the region to significantly boost Australia’s support for infrastructure development in Pacific countries and Timor-Leste. The Facility uses grant funding combined with loans to support the development of high priority, quality infrastructure.

The AIFFP Investment Preparation and Support Unit (SU), managed by Tetra Tech International Development, is contracted to support the AIFFP meet its objectives.

AIFFP requires the consulting services of eligible individual consultants with procurement expertise, to support the program of project procurement activities across the portfolio. Support will also include provision of technical assistance in procurement strategies and plans, development or review of bidding documents and subsequent tender evaluation and awarding processes.

We are seeking procurement specialists with experience in

• procurement in implementation of infrastructure and/or development projects;
• procuring under public enterprise/multi donor/ADB/World Bank/DFAT or similar frameworks, and proponent led procurements;
• value for money principles, ethics, transparency, life cycle valuation, and quality in major procurement;
• the use of the FIDIC suite of stand forms of contract including the Red Book, Yellow Book or the other equivalents.
• applying the provisions of environmental and social safeguards, climate change, local labour considerations and workplace health and safety in major procurement; and
• working in the Pacific region is desirable.

We are seeking a Deputy Team Lead (DTL) - Strategy & Programs to join the Pacific Labour Mobility Support Program (PLMSP). The DTL is a member of the PLMSP Senior Leadership Team and will be responsible for overseeing the development and implementation of key PLMSP strategies, including the 4-year integrated delivery strategy, thematic strategies and 10 partner country engagement strategies. The Deputy Team Leader – Strategy Programs will ensure implementation of PLMSP is guided by strategy that reflects the bilateral and development objectives of the program. This role will provide support to PLMSP streams with strategy implementation, including through annual planning processes, key engagements with LSUs/in-country stakeholders, routine reviews and reporting.

This is a fixed term opportunity required till September 2028 with possibility of extension and the role is based in Palladium's office in Brisbane.
