We are seeking a Communications Manager for the Pacific Labour Mobility Support Program (PLMSP) that will provide communications support and guidance to the labour sending unit, PLMSP and Department of Foreign Affairs and Trade for the Pacific Australia Labour Mobility (PALM) Scheme implementation in Timor Leste. 

The manager will develop and deliver a communication strategy to maximise exposure to existing and potential employers in the PALM Scheme and build awareness and reputation of Timorese workers in Australia. The manager will develop good news stories in Timor-Leste for Timorese audiences including government, communities and other PALM stakeholders.

This is two-year opportunity with the potential for extension and the is based in Dili, Timor-Leste.

About Pacific Labour Mobility Support Program   

The Pacific Australia Labour Mobility (PALM) scheme is a signature initiative for the Australian Government that enables workers from 9 Pacific Island Countries (PICs) and Timor- Leste to work in priority sectors in Australia. The Pacific Labour Mobility Support Program’s (PLMSP) role is to provide the Department of Foreign Affairs and Trade (DFAT) and governments in 9 PICs and Timor-Leste with support to enable workers to access PALM scheme in inclusive ways that maximise the benefits for the workers and national economies while minimising risks from labour mobility participation. Palladium is contracted to deliver PLMSP on behalf of DFAT.  

Timor Leste Scale Up

Prime Minister Anthony Albanese and Timor-Leste Prime Minister Xanana Gusmão released a joint statement on 21 December 2024 announcing bilateral funding of nearly A$50m (A$48.6m) for the Timor-Leste-Australia Labour Mobility and Skills Partnership, to equip Timorese workers with job-ready skills and provide them with more employment opportunities. The Partnership will help contribute to long term economic growth for Timor Leste and will assist the country to achieve its target of 10,000 workers in the PALM scheme by 2027-28.

Primary Responsibilities

  • Support the SPM to develop annual plans, activities, and respective budgets
  • ​Actively monitor and support planned activities throughout the implementation cycles
  • Build and facilitate linkages with Scale-Up program stakeholders, training centers, private sector and civil society organisations to ensure effective communication, cross-learning, and the sharing of knowledge amongst stakeholders
  • Mentor LSU team members as appropriate on Scale-Up program processes, policies, and systems to develop and strengthen capacity and capabilities
  • Drive initiatives by the LSU team to increase the supply of high-quality activity implementations
  • Drive improvement to the review, design, and delivery of Scale up program processes that support training, selection, recruitment and mobilisation.
  • Work closely with the SPM and LSU, contribute to country planning and budgeting, utilising the analysis of capacity assessments
  • Collaborate with wider PLMSP team to implement activities to ensure overall success of PLMSP implementation in Timor Leste
  • Identify innovative approaches to promote Scale up program opportunities for women, people with disabilities and those from municipalities, simultaneously monitoring issues of gender equality and social inclusion
  • Work closely with the SPM and LSU support worker reintegration initiatives by leveraging connections with other local and DFAT implementing partners and in-country networks
  • Provide quarterly, bi-annual and annual Scale up program Unit reporting for presentation to SEFOPE/LSU leaderships
  • Travel locally and internationally, as required
  • Other tasks as reasonably requested by the SPM and LMEM
     

We are seeking an individual who has: 

  • Tertiary qualification in international development, project management, business management, sociology, political science and program developments
  • Experience in developing work planes and budget for large projects in Timor Leste or other developing countries
  • Experience in managing large projects with development partners; preferably DFAT projects
  • Excellent organisational and management skills, including an ability to initiate and follow up tasks, prioritise and monitor progress, manage a team to achieve targets and outcomes 
  • Strong communication skills with an ability to communicate with diverse audiences using multiple channels
  • Ability to speak in English and Tetum
  • An understanding of principles of GEDSI and good cultural competency 
  • Experience in facilitating workshops, training activities and coaching/mentoring of others
  • Experience in building and fostering relationships with government partners in different contexts
  • Strong capacity to work in teams and handle multiple tasks with passion and reduce stress both mentally and physically
