We are seeking a Monitoring, Evaluation and Research (MER) Coordinator for the Pacific Labour Mobility Support Program (PLMSP) that will focus primarily on monitoring, evaluation, research and learning (MERL) support for scale-up activities funded through DFAT’s bilateral budget. This person will provide MERL support to Timor Leste’s Direccao Nacional Emprego Estranjeiror (DNEE) and the scale-up manager to ensure the Timor Leste government has the data it needs to inform their objective to increase worker numbers and expand into semi-skilled industries under the PALM scheme. The MER Coordinator will coordinate with PLMSP’s existing Timor Leste MERL coordinator position, to support reporting to DFAT on the effectiveness of assistance to DNEE and the Timor Leste government as well as coordinate MERL activities with other researchers and research organisations, including those funded by DFAT to investigate the impacts of labour mobility in Timor Leste.

This is a two-year contract with the potential of an extension and is based in Dili, Timor-Leste.

About Pacific Labour Mobility Support Program   

The Pacific Australia Labour Mobility (PALM) scheme is a signature initiative for the Australian Government that enables workers from 9 Pacific Island Countries (PICs) and Timor- Leste to work in priority sectors in Australia. The Pacific Labour Mobility Support Program’s (PLMSP) role is to provide the Department of Foreign Affairs and Trade (DFAT) and governments in 9 PICs and Timor-Leste with support to enable workers to access PALM scheme in inclusive ways that maximise the benefits for the workers and national economies while minimising risks from labour mobility participation. Palladium is contracted to deliver PLMSP on behalf of DFAT.  

Timor Leste Scale Up

Prime Minister Anthony Albanese and Timor-Leste Prime Minister Xanana Gusmão released a joint statement on 21 December 2024 announcing bilateral funding of nearly A$50m (A$48.6m) for the Timor-Leste-Australia Labour Mobility and Skills Partnership, to equip Timorese workers with job-ready skills and provide them with more employment opportunities. The Partnership will help contribute to long term economic growth for Timor Leste and will assist the country to achieve its target of 10,000 workers in the PALM scheme by 2027-28.

The MER Coordinator will be responsible for:  

  • Support the scale-up manager and Timor Leste MERL Coordinator to identify MERL needs based on DNEE MERL frameworks/plans for the scale-up
  • Develop and implement appropriate data collection tools and methods appropriate to scale-up activities
  • Through the annual planning process, identify and implement MERL activities that meet the information needs of DNEE, DFAT and other stakeholders in Timor Leste
  • Provide support to PLMSP’s partners, including training organisations and employers, to monitor and evaluate scale-up activities. These activities could include survey administration, country-level reviews and evaluations, research data collection, coordination of external research study inputs, monitoring missions and learning activities
  • Disseminate lessons related to the scale-up to DFAT and SEFOPE to support high-level decision making
  • Produce compelling MERL products for scale-up activities (including reports, dashboards and policy briefs) that meet the information needs of the intended audience(s)
  • Collaborate closely with the DNEE in-country recruitment database (IRD) coordinator to improve data quality and reporting
  • Ensure that cross-cutting priorities, particularly in relation to GEDSI, are mainstreamed in all activities and outputs
  • Understand how innovation and technology shape the way we work and introduce new ways of working through AI, data and technology

We are seeking an individual who:  

  • Tertiary qualification in international development, sociology, anthropology, political science, statistics or in another methodology-related field
  • Experience in qualitative and/or quantitative M&E, research and/or data analysis 
  • Excellent organisational and management skills, including an ability to initiate and follow up tasks, prioritise and monitor progress, manage a team to achieve targets and outcomes
  • Strong communication skills with an ability to communicate with diverse audiences using multiple channels (infographics, written, workshops, reports, etc.
  • Ability to speak in English and Tetum
  • An understanding of principles of GEDSI and good cultural competency
  • Experience in facilitating workshops, training activities and coaching/mentoring of others 
  • Experience in building and fostering relationships with government partners in different contexts
  • Strong capacity to work in teams and handle multiple tasks with passion
