The Opportunity:

The Humanitarian Logistics Capability (HLC), based in Brisbane, plays a vital role in Australia’s rapid and coordinated humanitarian response across the Indo-Pacific. As Response Coordinator, you will contribute to HLC’s humanitarian response and service order management activities by providing essential operational and administrative support.

Reporting to the Humanitarian Response Lead, you will work closely with and support the Response Operations Managers in the delivery of HLC activities and activations. This role offers a hands-on opportunity to assist with logistics planning, coordination, deployment, and operational readiness across the program. You will also engage with key partners, including DFAT, ADF, and humanitarian organisations, helping to ensure the timely and flexible delivery of emergency relief.

This is a fantastic opportunity to gain experience in humanitarian logistics, working as part of a high-performing team and contributing to the effective delivery of emergency supplies to communities in need.

Overview

The Kokoda Initiative Partnership (KIP) is aligned to the Government of PNG (GoPNG) Kokoda Initiative Master Plan (KIMP) established to protect the Kokoda Track, Brown River catchment and Owen Stanley Range; improve services for local communities; enhance the trekking experience; improve safety; and preserve the Kokoda Track region’s unique culture and military history. The KIMP outlines the framework through which GoPNG support and investments are aligned. It depicts three discrete pillars of support, the Track, the People, and the Environment.

The KIP contributes to KIMP through five End of Program Outcomes (EOPOs).

  • EOPO 1: The Kokoda Track remains open, safe, and accessible for visitors and community members.

  • EOPO 2: NMAG and the Kokoda Track Authority (KTA)/Kokoda Track Management Authority (KTMA) identify, protect, and promote military heritage.

  • EOPO 3: Kokoda Track communities are engaged in more diversified income earning activities and have improved health and education outcomes.

  • EOPO 4: Women and vulnerable groups have improved access to income generation opportunities and inclusive services.

  • EOPO 5: The Kokoda Track Protected Area (the current IPZ) is managed sustainably and consistently with consent of landowners and communities.

Location: Honiara, Solomon Islands

Duration: Full-time, initial contract until 30 April 2026 with possibility of extension

Reports to: Director Team Leader - Operations

Works with: Finance, MRM, Operations and Partnership Teams

 

Background

Strongim Bisnis is an innovative pro-business program funded by the Australian Government. Strongim Bisnis supports Solomon Islands businesses to increase productivity, access greater income earning opportunities and higher value markets; with the intention of enabling greater resilience and creating jobs. Poverty reduction will be the desired result. Strongim Bisnis also supports the private sector and the Solomon Islands Government to work together effectively to increase opportunities for trade and investment and accelerate business growth. A key focus of the program ensures that Solomon Islands women, youth and people with disability have increased economic opportunities.


In its third phase of implementation, Strongim Bisnis works with over 40 private sector businesses, civil society organisations and government departments across the country. The program is delivered by a team of 30 personnel, led by a diverse senior management team.


Position Summary

The Partnership Operations & Compliance Officer provides operational and compliance support to the Strongim Bisnis team to implement the Flexible Fund, a grant mechanism that co-invests innovative activities with private-sector partners. This role ensures all grants and subcontracts comply with Flexible Fund guidelines and Adam Smith International (ASI) procurement policies and oversees the management and monitoring of these agreements.
 

Duties and Responsibilities

  • Manage the solicitation process for grants and subcontracts, including serving on selection committees, ensuring compliance with regulations and procedures, and overall confirming that the mechanism and selected partners are able to achieve the desired results.
  • Support the Partnership Managers to complete market assessments of proposed budgets, including collecting quotes.
  • Support Partnership Managers to review documentation submitted for Partner payments, ensuring compliance with the Partnership contract and ASI requirements.
  • Plan procurements, support Partners to develop appropriate specifications, evaluate offers, monitor contracts, and handle all post-solicitation activities, including all appropriate documentation.
  • Liaise between project staff and grant recipients, providing technical advice and assistance as needed in areas of financial management, procurement requirements, and implementation planning.
  • Support Partnership Managers to negotiate, review and analyse budget estimates for allocability, reasonableness, and consistency.
  • Support the development and management of a filing system of all partnership procurements, making sure that appropriate documentation is included in each file
  • Other duties as assigned by supervisor.
