Summary

About the Pacific Labour Mobility Support Program

The Pacific Australia Labour Mobility (PALM) scheme is a signature initiative of the Australian Government that enables workers from nine Pacific Island Countries (PICs) and Timor‑Leste to work in priority sectors across Australia.

The Pacific Labour Mobility Support Program (PLMSP) supports the Department of Foreign Affairs and Trade (DFAT) and partner governments to ensure labour mobility delivers inclusive, sustainable benefits for workers, employers and national economies, while minimising risks associated with labour mobility participation. Palladium is contracted to deliver PLMSP on behalf of DFAT.

This Opportunity

The Talent and Organisational Development Manager plays a critical leadership role in shaping and delivering PLMSP’s end‑to‑end talent management approach. Reporting to the Project Human Resources Senior Manager, the role ensures the program has the right capability, leadership depth and workforce mix to meet both current delivery needs and future program demands.

The role has primary accountability for talent acquisition, workforce planning, leadership development and succession planning, underpinned by a strong organisational development (OD) lens that supports people leaders, particularly first‑time managers, and drives the evolution of PLMSP’s leadership capability, organisational design and people systems as the program matures, scales and adapts to changing delivery requirements.

Success in this role requires a genuine interest in international development and a strong desire to deeply understand PLMSP’s purpose, operating context and partnerships across the Pacific and Timor‑Leste, so that talent and organisational development strategies are meaningfully aligned to the program’s unique objectives and delivery environment.

This is a fixed term opportunity till September 2026.

The Fiji Program Support Platform (FPSP, also referred to as the ‘Platform’) is an Australian Government Department of Foreign Affairs and Trade (DFAT) funded initiative. Commencing from January 2025, it will contribute to the delivery of Fiji’s national development priorities, in line with Australia's International Development Policy, the Fiji-Australia Vuvale Partnership and the Development Partnership Plan.

The Platform will deliver key bilateral programs, including health, education, scholarships, social infrastructure, governance, and emergency preparedness and response. Platform activities will identify and address climate risks, promote climate action, and embed gender equality, disability, and social inclusion (GEDSI) across and beyond sector programs.  The Fiji Program Support Platform will operate until 30 September 2029. In addition, the Platform is engaged by DFAT to deliver activities under a Multi Sector Services Order (MSSO), reflecting DFAT’s commitment to providing flexible and responsive support to the Government of Fiji. This contracting modality enables the Platform to deliver advisory, non‑advisory, and ad hoc support services that respond to emerging priorities which may not align with existing sectoral programs and may operate across a range of Government of Fiji agencies.

RFT: Design, Configuration, Implementation, & Support of a Management Information System for Southeast Asia & Australia Government Partnerships

Summary

Update 31 March 2026: Minor clarifications have been made to the RfT, including wording updates relating to Value for Money, confidentiality, and negotiation processes. Tenderers are advised to refer to the latest version of the document.

Location: Homebased and Southeast Asia or Australia

Request for Tender: Design, Configuration, Implementation, and Support of a Management Information System (MIS) for Southeast Asia and Australia Government Partnerships (SEAG2G)

Program Background

The Southeast Asia and Australia Government to Government Partnerships (SEAG2G) Program engaged an adviser to conduct a Management Information System (MIS) scoping to better understand the program’s requirements, map existing systems and identify potential systems and services that could be used to meet these requirements.

This process was conducted over several weeks and included a range of meetings and workshops to: set system boundaries, understand existing systems, processes, and workflows, and gather requirements from team members, program management, and Department of Foreign Affairs and Trade (DFAT) personnel. Lessons learnt from other relevant programs were included to inform the overall structure of the potential design, and the overall approach to the MIS implementation project.

It has been identified that there are six core areas of focus that an MIS for the SEAG2G program would cover:

  1. Project Management
  2. Knowledge Management
  3. Contact Relationship Management
  4. Reporting
  5. Partner Portal
  6. Document Analysis

The MIS must support appropriate access for DFAT staff to relevant program information, dashboards, and documentation, subject to role-based access controls and security requirements.

While it is acknowledged that there are limitations to the level of technical integration between the proposed SEAG2G MIS platform and internal DFAT systems, efforts need to be made to ensure that summary and detailed real-time reporting dashboards are required that meet DFAT’s needs. These should cover:

  • Financial Management
  • Quality Indicator Results
  • Risk Metrics
  • Key Activity Status

The main objectives of these reports are to provide DFAT with a single pane of glass to see the overall status of the program from the above criteria, drill down to the agreement/partnership level, and see overall activity status, funding implications and associated information.

This Request for Tenders (RfT) seeks to engage a qualified Contractor to deliver technical services to:

•           Design and confirm system architecture

•           Configure and implement an MIS solution

•           Integrate with existing platforms and reporting environments

•           Train users and provide post-deployment technical support

This RfT has been informed by prior MIS scoping undertaken for SEAG2G.

Key functional requirements arising from this scoping have been incorporated into this RfT to ensure information parity across tenderers.

SEAG2G may issue clarifications or additional information during the RfT process. Any clarifications will be communicated to all registered tenderers to ensure equal access to information.
