Mekong-Australia Partnership Support Unit (MAP)

The Mekong-Australia Partnership (MAP) Phase 2 Support Unit (SU) aims to deliver effective support and services directed by the Mekong Hub at the Australian Embassy in Bangkok. It assists ASEAN Member States (AMS) in meeting their commitments and realising the advantages offered by the Agreement establishing the ASEAN-Australia-New Zealand Free Trade Area, or AANZFTA, and the Regional Comprehensive Economic Partnership, or RCEP.

Through the AANZFTA Implementation Support Program (AISP) and the RCEP Implementation Support Program (RISP), RT4D provides tailored support to enhance the capabilities of ASEAN Member States by strengthening skills, building networks, facilitating policy options and ensuring that trade benefits everyone, including Micro, Small and Medium Enterprises (MSMEs), women and people with disabilities.

The RCEP Implementation Support Program (RISP), implemented RT4D Facility, aims to support AMS to realise the full benefits of RCEP through the provision of capacity-building support and access to technical expertise.

The following project is approved under RISP.

• Project Name: Development of Project Design for Increasing women-led and owned businesses' participation in international trade and utilization of trade agreements through collection and analysis of sex-disaggregated data.
• Project Objective: In order to identify women-owned businesses (WOBs) and women-led businesses (WLBs) that could take advantage of the opportunities provided by RCEP, the project intends to gather and analyse sex-disaggregated data in the Philippines. Specifically, the project aims to:

1. Collect and analyse sex-disaggregated data on WLBs and WOBs to better analyse and assess the impact of government interventions and available trade agreements.
2. Capacitate and enable identified WLBs and WOBs to better understand the benefits of FTAs and how they can be leveraged to increase their international competitiveness.
3. Identify key performance indicators (KPls) to monitor and evaluate WLBs and WOBs' level of participation in international trade.
4. Generate trade leads for potential business partnership or market expansion of WLBs and WOBs.

This initiative also aims to enhance access to nutritious food as part of the national priority program to improve public health and reduce malnutrition.

About the Role

The ASEAN-Australia Counter Trafficking program (AACT) is recruiting for a panel of technical specialists and advisors with expertise in countering all forms of trafficking in persons, including forced labour, forced criminality, and forced marriage. Consultants with expertise in the related fields of business and human rights, international human rights law; labour migration and migration management; gender equality, disability and social inclusion; and access to justice are also encouraged to apply. Consultants will be engaged to support the provision of short term, high-quality technical support to partners at ASEAN regional and national levels to strengthen implementation of the ASEAN Convention Against Trafficking in Persons, Especially Women and Children (ACTIP). 

From this recruitment process, AACT will form a technical panel of specialists and advisors valid until December 2027. Tasks may be undertaken by either individual consultants or as part of a team of agreed specified personnel from within a company or organisation. Panel members will demonstrate a range of skills and experience that can be matched to a variety of inputs including supporting the development and implementation of policies, guidelines, systems, curricula and mechanisms to improve counter trafficking in persons responses, at the regional, national or local level.

This opportunity is open to individual consultants, companies and non-government organisations. Successful applicants will be engaged through a Deed of Standing Offer and may then be contracted and mobilised quickly through a Service Orders for specific assignments. Professionals with experience in the ASEAN region are encouraged to apply, noting there is no requirement to be based in the region. Adam Smith International (ASI) is the managing contractor responsible for delivery of the Australia-Pacific Partnerships for Aviation (P4A) program. P4A is a five-year regional program operating out of Nadi, Fiji and is supported by the Department of Foreign Affairs and Trade, Australia.

Background

Adam Smith International (ASI) is seeking a turn-key solution for the office design, fit-out and furnishings for the P4A program office which is located at A101 Level 02, RB JetPoint Complex, Lot 2, Ratu Dovi Road, Nasinu, Fiji. The office is 285.0sqm and located on the first floor of the building. The office space is currently leased and accessible to ASI.

Key delivery requirements for this contract include:

i. Floorplan design, including consideration of disability access and functionality requirements;

ii. Fit-out of the office in accordance with the agreed floorplan design; including kitchenette and bathroom/shower/toilet areas, and cabling of all utilities and telecommunication/internet, air conditioning, lighting, plumbing and other services;

iii. Furnishing the office (inclusive of soft furnishings such as blinds, flooring, plants; and hard furnishing such as desks, chairs, meeting tables, etc.)
