About P4I
Partnerships for Infrastructure (P4I) is the Australian Government’s flagship infrastructure initiative for Southeast Asia. It partners with Cambodia, Indonesia, Laos, Malaysia, Philippines, Thailand, Timor-Leste, Vietnam and the Association of Southeast Asian Nations (ASEAN) to foster inclusive growth through sustainable economic infrastructure (i.e. transport, energy, telecommunications, and utilities).
Delivered through a single cohesive team, the initiative is led by the Australian Department of Foreign Affairs and Trade in collaboration with EY, Adam Smith International, The Asia Foundation, and Ninti One. The Program’s Head Office is in Bangkok (the Hub).
P4I focuses on infrastructure prioritisation and planning, policy and regulation, and procurement and project preparation (P4I does not finance the delivery of infrastructure). All services aim to address gender equality, disability, and social inclusion, and disaster risk reduction and climate change issues. P4I can respond to rapid requests but ultimately aims to develop longer-term infrastructure engagement.
Scope of Work
The selected contractor will be responsible for the following tasks:
Task 1 – review and analysis of current state
- Review and analysis of current state i.e., relevant DOTr functions, project development processes and roles and reorganisation initiatives to inform inputs to designing strawman structure/s, roles, skills and staffing needs for the internal investment mechanism
- Delivery team will review DBM submission prepared by DOTr. Consultant will be expected to input into this review by reviewing the outputs prepared by the delivery team.
Task 2 – review and provide comments on the interim and final deliverables
- Review and provide comments on the interim deliverable – expected to be a structure/s of the mechanism including but not limited to functions, roles, skills and number of positions (and their descriptions and justification), processes, analysis required by the mechanism and governance.
- Review and provide comments on the final draft deliverable – full report detailing final structure and recommendations.
Task 3: Attendance at meetings
- As required (given suitable lead time) the selected contractor will be expected to attend and contribute to project team meetings. This may include answering ad-hoc questions based on experience (no preparation required).
- At the discretion of the project team, the selected provider may be required to attend meetings with DOTr officials and/or other government stakeholders.

Scope of Work
The responsibilities of the Expert will depend on specific skills and job requirements, as well as the needs of P4I and ERAV in knowledge sharing and capacity building for ERAV. The Expert will provide support to ERAV’s Power Market Department under the expert-sharing cooperation mechanism. Responsibilities will be based on the Expert’s qualifications and may include (but are not limited to) the following tasks as requested for research by P4I and ERAV.
- Facilitate ongoing technical collaboration with ERAV through expert support, knowledge sharing, joint research, and capacity-building initiatives.
- Sharing information on the activities on the survey and Market Analysis and Technical Support as requested
- Collection of Quantitative Data:
- Gather historical market data, including electricity demand, generation, pricing trends, and settlement outcomes.
- Collect statistics on market participation, such as the number of wholesalers, independent power producers (IPPs), and renewable energy generators.
- Obtain data on curtailment rates for renewable energy, grid congestion issues, and system outages.
- Qualitative Data Collection:
- Conduct interviews and surveys with key stakeholders, including ERAV, market participants, grid operators, and independent power producers.
- Gather insights into operational challenges, regulatory hurdles, and market design concerns directly from stakeholders.
- Market Analysis and Technical Support:
- Conduct in-depth analysis of Vietnam’s wholesale electricity market (VWEM), including its design, implementation, and alignment with intended objectives.
- Identify challenges and propose practical solutions for improving the VWEM, addressing inefficiencies, transparency, and market participation.
- Policy and Regulatory Guidance:
- Provide insights into Vietnam’s regulatory and policy landscape, particularly the New Electricity Law and related regulations (e.g., Circular No. 21/2024/TT-BCT, etc.).
- Advise on integrating renewable energy and implementing mechanisms like direct power purchase agreements to foster private sector investment.
- Knowledge Transfer and Capacity Building:
- Assist in organizing workshops, training sessions, and stakeholder consultations to share Australia’s experience in competitive power markets and renewable energy integration.
- Support ERAV in building institutional capacity to implement and manage wholesale market reforms effectively.
- Engagement with Stakeholders:
- Serve as the primary local liaison with ERAV and other key stakeholders (e.g., energy companies, government agencies, and market participants).
- Facilitate communication between P4I’s Australian experts and Vietnamese stakeholders, ensuring mutual understanding of technical concepts and recommendations.
- Program Coordination:
- Coordinate local logistics for P4I’s program activities, including meetings, site visits, and events.
- Monitor program progress and ensure alignment with P4I’s objectives and timelines.
