Palladium and the Pacific Labour Mobility Support Program (PLMSP) are seeking Expressions of Interest (EOI) from qualified consultant firms to deliver economic modelling and analysis on the economic impacts of the Pacific Australia Labour Mobility (PALM) scheme in Australia. The analysis will provide economic analysis and policy insights at the national, sectoral, regional and local scales.

This EOI is the first step in a two-stage process to select a suitable consultancy firm to provide the required services. Where consultants are shortlisted to the next stage, they will be provided with more detail to prepare a full proposal. After the second stage, a preferred consultant will be selected and engaged to undertake the required work. The timeframe for delivery of these services is from the beginning of May to mid-August 2025.

Position Overview

Aus4ASEAN Futures builds on the ASEAN-Australia Development Cooperation Program phase 2 (AADCPII), a highly regarded program which has provided support to the ASEAN Economic Community (AEC) for 12 years. Aus4ASEAN Futures is a $204 million, ten-year investment embedded in the ASEAN Secretariat (ASEC). It mobilizes resources through an ASEAN trust fund and uses ASEAN procurement systems, showcasing Australia's commitment to ASEAN priorities and partnership. The program supports the ASEAN Political Security Community (APSC), ASEAN Socio-Cultural Community (ASCC), and ASEAN Economic Community (AEC), enabling Australia to engage with ASEAN on various strategic and emerging issues, such as climate change, vocational education, disaster preparedness, social inclusion, and the care economy. The goal is to foster a "peaceful, prosperous, and inclusive" ASEAN by promoting economic recovery, resilient communities, and peaceful, rules-based systems. The Australian Infrastructure Financing Facility for the Pacific (AIFFP) is Australia’s largest and most significant infrastructure investment in the Pacific. This $4 billion infrastructure initiative is actively engaging with countries in the region to significantly boost Australia’s support for infrastructure development in Pacific countries and Timor-Leste. The Facility uses grant funding combined with loans to support the development of high priority, quality infrastructure.

The AIFFP Investment Preparation and Support Unit (SU), managed by Tetra Tech International Development, is contracted to support the AIFFP meet its objectives.

AIFFP requires the consulting services of eligible individual consultants with procurement expertise, to support the program of project procurement activities across the portfolio. Support will also include provision of technical assistance in procurement strategies and plans, development or review of bidding documents and subsequent tender evaluation and awarding processes.

We are seeking procurement specialists with experience in

  • procurement in implementation of infrastructure and/or development projects;
  • procuring under public enterprise/multi donor/ADB/World Bank/DFAT or similar frameworks, and proponent led procurements;
  • value for money principles, ethics, transparency, life cycle valuation, and quality in major procurement;
  • the use of the FIDIC suite of stand forms of contract including the Red Book, Yellow Book or the other equivalents.
  • applying the provisions of environmental and social safeguards, climate change, local labour considerations and workplace health and safety in major procurement; and
  • working in the Pacific region is desirable.
