Tenders will be evaluated based on technical merit (80%) and pricing (20%), with criteria including institutional capability, personnel expertise, design and delivery, innovation, and potential for institutional capacity building. The successful Service Provider will be responsible for all aspects of course design, delivery, monitoring, evaluation, and reporting, and must comply with DFAT policies and AAPNG guidelines. A milestone-based payment structure will be used, and all deliverables must meet specified quality and reporting standards.

The RFT outlines a comprehensive procurement process, including strict guidelines for submission, evaluation, and contract negotiation. Offers must be submitted electronically by 3 June 2025 and remain valid for 90 days. The selected Service Provider will enter into a Service Agreement with Tetra Tech International Development, with the contract expected to commence by 30 June 2025, subject to DFAT approval.
