Development Pathways, under the Cambodia Development Support Unit (CDSU), is recruiting a panel of international development experts to provide technical expertise to the Australian Embassy in Phnom Penh.  

Applications are invited from technical specialists and advisors with expertise in: 

  • Disability  
  • Gender  
  • Governance and institution strengthening 
  • Health (in particular, health policy and systems strengthening) 
  • Education (in particular, higher-education and skills development) 
  • Monitoring and Evaluation 
  • Safeguards (expertise designing environmental and social safeguards systems) 
  • Graphic Design 

Consultants with expertise in other international development fields prioritised in the Australia-Cambodia Development Partnership Plan (DPP) are also encouraged to apply (e.g. human rights, nutrition, WaSH). 

Consultants appointed to the panel will be engaged by CDSU to respond to requests from the Embassy or its partners for short-term technical advice and support. The types of requests may include: support in the design, implementation, or evaluation of DFAT investments; programming guidance; input and advice on the delivery of the Australia-Cambodia DPP; development or review of materials related to Embassy priorities; support for capacity building.  

 If appointed to the panel, Consultants may be contracted for short-term assignments which suit their skills, experience, qualifications, and availability.

SUMMARY OF THE PROGRAM
Cambodia-Australia Partnership for Resilient Economic Development (CAPRED) or CAPRED Facility, is Australia’s flagship bilateral economic development program in Cambodia, focusing on economic recovery and resilience.  The Facility supports Cambodia in implementing a range of necessary economic interventions and reforms to maintain and support the country’s economic transition. These interventions and reforms are primarily aimed at encouraging more productive and inclusive public and private investment that promotes a resilient, inclusive and sustainable economy (RISE).

CAPRED interventions fall under three technical components namely (i) Agriculture and Agro-processing; Trade, (ii) Investment and Enterprise Development and (iii) Infrastructure Development; and three cross-cutting sectoral areas (1) Gender Equality, Disability and Social Inclusion (GEDSI); (2) Climate Resilient initiatives, and (3) the Policy Hub. GEDSI is at the heart of all that CAPRED does.

Development Pathways, under the Cambodia Development Support Unit (CDSU), is recruiting a Climate Resilience Advisor to provide long-term technical assistance to the Australian Embassy in Phnom Penh.

The Climate Resilience Advisor will provide technical expertise to the Australian Embassy in Phnom Penh and its partners on climate resilience, adaptation and mitigation, and integration into DFAT’s investments in Cambodia. Those investments include, but are not limited to:

• The Cambodia Australia Partnership for Resilient Economic Development (CAPRED).
• The Cambodia Climate Resilience Program (CCRP).
• The Australia-Cambodia Cooperation for Equitable Sustainable Services Phase 2 (ACCESS2).
• Improving Social Protection and Health Phase 2.
• Ponlok Chomnes Phase 2.

The Climate Resilience Advisor will be contracted by Development Pathways but based at the Australian Embassy in Phnom Penh, Cambodia. This position is recruited for an initial 12-month contract, with the possibility of extension (dependent on Embassy needs).

The Department of Foreign Affairs and Trade (DFAT) through the Australian Embassy in Phnom Penh delivers Australia’s bilateral development cooperation program in Cambodia. Climate Resilience is a key Australian Government priority and a core focus across multiple of the Australian Embassy’s bilateral, regional and global programs.

The Cambodia Development Support Unit (CDSU) is a DFAT-funded program that provides technical support and advisory services to enhance the efficiency, effectiveness, and strategic coherence of the embassy's investments to meet Australia’s foreign, economic and development policy objectives in Cambodia. CDSU is managed by Development Pathways (the Managing Contractor).

About RT4D

The Regional Trade for Development (RT4D) Facility supports ASEAN Member States to maximise benefits from the upgraded ASEAN-Australia-New Zealand Free Trade Agreement (AANZFTA) and the Regional Comprehensive Economic Partnership (RCEP) Agreement. Under the operation of the RT4D, the Trade and Gender Equality Incubator (TGEI), with funding support from Australia’s Department of Foreign Affairs and Trade (DFAT), tests ideas and methods, drawing on promising practice to advance gender equality within trade-related policies, technical cooperation, and development programming.

Project Summary

TGEI is partnering with the Association for Women in Small Micro Business Assistance (ASPPUK) to deliver the project “Strengthening a gender-equitable and inclusive women-owned small business (PUK) network to influence GEDSI and Trade policies”. The project aims to address gender inequality affecting participation in trade in Indonesia and thereby facilitate the participation of women entrepreneurs in international markets.

About RT4D

The Regional Trade for Development (RT4D) initiative is funded by both the Governments of Australia and New Zealand. It assists ASEAN Member States (AMS) in meeting their commitments and realising the advantages offered by the Agreement establishing the ASEAN-Australia-New Zealand Free Trade Area, or AANZFTA, and the Regional Comprehensive Economic Partnership, or RCEP.

Through the AANZFTA Implementation Support Program (AISP) and the RCEP Implementation Support Program (RISP), RT4D provides tailored support to enhance the capabilities of ASEAN Member States by strengthening skills, building networks, facilitating policy options and ensuring that trade benefits everyone, including Micro, Small and Medium Enterprises (MSMEs), women and people with disabilities.

Also operating under RT4D is the Trade and Gender Equality Incubator (TGEI), an initiative funded by the Australian Government. The incubator tests ideas and methods, drawing on promising examples, that integrate gender in trade policy, technical cooperation, and development programming.

The Governments of Australia and New Zealand have committed up to AUD 48.7 million to fund RT4D from 2020-21 to 2027-28.

Project Summary

The RCEP Implementation Support Program (RISP), implemented RT4D Facility, aims to support AMS to realise the full benefits of RCEP through the provision of capacity-building support and access to technical expertise.

The following project is approved under RISP.

  • Project Name: Development of Project Design for Increasing women-led and owned businesses' participation in international trade and utilization of trade agreements through collection and analysis of sex-disaggregated data.
  • Project Objective: In order to identify women-owned businesses (WOBs) and women-led businesses (WLBs) that could take advantage of the opportunities provided by RCEP, the project intends to gather and analyse sex-disaggregated data in the Philippines. Specifically, the project aims to:
  1. Collect and analyse sex-disaggregated data on WLBs and WOBs to better analyse and assess the impact of government interventions and available trade agreements.
  2. Capacitate and enable identified WLBs and WOBs to better understand the benefits of FTAs and how they can be leveraged to increase their international competitiveness.
  3. Identify key performance indicators (KPls) to monitor and evaluate WLBs and WOBs' level of participation in international trade.
  4. Generate trade leads for potential business partnership or market expansion of WLBs and WOBs.
