The i-Taukei Trust Fund Board (TTFB)[1] is an institution established under the i-Taukei Trust Fund Act, for the purposes of fostering the advancement of the Indigenous Fijians and Rotumans by promoting initiatives that will better their standard of living and enhance appropriate cultural traditions and values. Furthermore, they function to support the preservation and promotion of indigenous Fijian and Rotuman languages, culture and heritage, and the development of entrepreneurial initiatives for improved well-being.
The Market Development Facility (MDF) is a multi-country Australian Government funded initiative with locations in Fiji, Sri Lanka, Timor-Leste, Samoa, Tonga and Vanuatu. MDF aims to stimulate economic growth and hence employment and income-earning opportunities for the poor and underprivileged, by making selected sectors of the economy more competitive and stimulating business innovation. MDF is implemented by Palladium Group and Swisscontact and started operations in Fiji in July 2011.

The Procurement Coordinator for Timor Leste will support procurement and grants activities for the Timor-Leste scale-up initiatives under the Pacific Labour Mobility Support Program (PLMSP). This role involves leading procurement activities, managing end-to-end procurement processes, conducting due diligence checks, drafting grants/contracts, and tracking milestones and payments.
The position is based in Brisbane and is fixed-term until June 2027.
The Project Coordinator - Pilots for the Pacific Labour Mobility Support Program (PLMSP) will provide administrative and operational support to the Project Manager, aiding in the design and delivery of pilot projects. This role involves engaging with various PLMSP team members and external stakeholders, managing communications, compiling reports, and handling administrative tasks.
This position is based in Brisbane and is fixed-term until December 2025.
About Pacific Labour Mobility Support Program
The Pacific Australia Labour Mobility (PALM) scheme is a signature initiative for the Australian Government that enables workers from 9 Pacific Island Countries (PICs) and Timor- Leste to work in priority sectors in Australia. The Pacific Labour Mobility Support Program’s (PLMSP) role is to provide the Department of Foreign Affairs and Trade (DFAT) and governments in 9 PICs and Timor-Leste with support to enable workers to access PALM scheme in inclusive ways that maximise the benefits for the workers and national economies while minimising risks from labour mobility participation. Palladium is contracted to deliver PLMSP on behalf of DFAT.
The Vietnam Labour Mobility Arrangement (VLMA) is a bilateral initiative between the Governments of Australia and Vietnam. It facilitates the temporary migration of up to 1,000 Vietnamese citizens annually to work in Australia’s agriculture and primary industry sectors (e.g. horticulture, meat processing, aquaculture, fisheries, and forestry) under the Pacific Australia Labour Mobility (PALM) scheme framework. Workers can stay in Australia for up to 4 years.
This Opportunity
The Vietnam Welfare Support officer (VWSO) will be responsible for helping workers arriving under the PALM Vietnam Labour Mobility Arrangement (VLMA) to settle into life in Australia by providing information, practical support and guidance. The VWSO will be the key focal point between VLMA workers and approved employers (AEs). He/she will provide on the ground support to workers and employers and help to ensure VLMA workers adapt well to life in Australia and are able to maximise their opportunities.
The VWSO role may evolve over time as the requirements of workers and support available through other existing mechanisms become clearer. This position is a casual role for 6 months, with potential for extension.
