Language Requirements Not essential but please specify any language skills in major languages in Ethiopia and Sudan

Tetra Tech International Development, the Managing Contractor for the Australia Awards in Indonesia (AAI) is seeking tenders for the design and delivery of Governance and Public Policy Making for Subnational Governments (Aceh and Eastern Indonesia) short course. Tenders are sought in accordance with the AAI Short Course Guidelines and as per the details more fully described in this Request for Tender (RFT) documentation.

Details of the course are included in Part B – Scope of Services.

To tender to design and deliver this course the lead business must be a Registered Training Organisation (RTO) in Australia or an Australian tertiary institution as defined in the Higher Education Support Act, 2003 Table A, B and C.

AAI will exclude a tenderer on the grounds of bankruptcy, insolvency, false declarations, or significant deficiencies in performance of any substantive requirement or obligation under a prior contract with Tetra Tech International Development or AAI.

About the Pacific Labour Mobility Support Program

The Pacific Australia Labour Mobility (PALM) scheme is a signature initiative of the Australian Government that enables workers from nine Pacific Island Countries (PICs) and Timor‑Leste to work in priority sectors across Australia.

The Pacific Labour Mobility Support Program (PLMSP) supports the Department of Foreign Affairs and Trade (DFAT) and partner governments to ensure labour mobility delivers inclusive, sustainable benefits for workers, employers and national economies, while minimising risks associated with labour mobility participation. Palladium is contracted to deliver PLMSP on behalf of DFAT.

This Opportunity

The Talent and Organisational Development Manager plays a critical leadership role in shaping and delivering PLMSP’s end‑to‑end talent management approach. Reporting to the Project Human Resources Senior Manager, the role ensures the program has the right capability, leadership depth and workforce mix to meet both current delivery needs and future program demands.

The role has primary accountability for talent acquisition, workforce planning, leadership development and succession planning, underpinned by a strong organisational development (OD) lens that supports people leaders, particularly first‑time managers, and drives the evolution of PLMSP’s leadership capability, organisational design and people systems as the program matures, scales and adapts to changing delivery requirements.

Success in this role requires a genuine interest in international development and a strong desire to deeply understand PLMSP’s purpose, operating context and partnerships across the Pacific and Timor‑Leste, so that talent and organisational development strategies are meaningfully aligned to the program’s unique objectives and delivery environment.

This is a fixed term opportunity till September 2026.

The Region 8 Tri-City Justice Zone (Cities of Calbayog, Tacloban and Ormoc) seeks to
strengthen its response to Online Sexual Abuse or Exploitation of Children (OSAEC) and
Child Sexual Abuse or Exploitation Materials (CSAEM). To transition from reactive
measures to a sustainable, proactive system, the Justice Zone requires a professional
facilitator to lead a structured, participatory strategic planning process aligned with the
Justice Zone planning methodology (problem analysis, objective analysis, action
analysis, and action planning).

The process shall apply an intersectional GEDSI approach aligned with the FAIR Justice
intersectionality strategy, recognising that access to justice is shaped by intersecting
identities and structural inequalities (e.g., sex, age, disability, ethnicity, SOGIE, socioeconomic
status), and ensuring that the resulting roadmap delivers equitable, and not
only equal, access to justice outcomes.

From 21–25 July 2025, the FAIR Justice Program organized a study visit to Australia for
the Supreme Court Sub-Committee to Develop a Judicial Curriculum on the Rules on
Land Registration, with representatives from courts and justice-sector agencies. The
delegation examined the Torrens Title system to draw lessons for the Philippines. Key
takeaways were that land disputes remain a major caseload, disproportionately affecting
Indigenous Peoples, women, PWDs, smallholder farmers and other marginalized groups,
while current registration and dispute-resolution processes are fragmented, redundant,
and costly. The visit highlighted the need for interoperable electronic registration to
improve efficiency and curb fraud, alongside inclusive reforms that address GEDSI,
climate and conflict-related vulnerabilities.

The think paper will synthesize these lessons and inform a proposed Land and Justice
Summit and a Technical Working Group to harmonize procedures and explore legislative
and institutional options.
