PARTISIPA currently has a vacancy for an experienced Universal Design Consultant to provide high-quality, relevant and timely advice and support to the program and government partners.
Program Background
The Partnership to Strengthen Village Development and Municipal Administration (PARTISIPA) is a 10-year Australian Government investment (2021-2031) that supports the Government of Timor-Leste to improve access and quality of basic infrastructure and services at the subnational (municipal, administrative post and suco / village) level. PARTISIPA works together with Government of Timor-Leste partners through government systems, and in-line with government policies and priorities.
The overall program goals are:
- To strengthen government institutions to deliver quality services that are accessible to all;
- To support the resilience of communities through broad-based participation, economic opportunity, and improved village infrastructure
These overall goals are advanced through the following four program components:
- Support to PNDS (Programa Nasional Dezenvolvimentu Suku or National Program for Village Development)
- Municipal level support
- Rural water
- Subnational roads

The Role

Support in increasing understanding of what is universal design, and how it is relevant to Timor-Leste infrastructure within relevant government, disability actors and PARTISIPA staff.

Support in clarifying and developing materials that outlines standards for universal design in Timor-Leste public infrastructure that is relevant to the context.

About You
- Extensive experience in working on disability inclusion, particularly Universal Design in developing country contexts.
- Extensive understanding on technical designs and accessibility, including international standards (ISO) related to universal design.
- Experience in developing and reviewing infrastructure standards, guides or equivalent inline with universal design, appropriate for local contexts.
- A strong trainer and facilitator able to confidently run participatory engaging trainings and workshops in cross cultural contexts, supporting diverse actors to develop shared understandings.
- Demonstrated high-level experience in cross cultural relationships management with a diverse range of government and disability stakeholders.
- Highly developed oral and written communication skills in English including demonstrated ability to communicate complex concepts in simple ways.
- A related Post Graduate degree in disability inclusion or civil engineering with a specialisation in universal design or equivalent.
