SUMMARY OF THE PROJECT

Prospera is Australia's flagship economic governance investment in Indonesia, supporting the Government of Indonesia (GoI) to advance inclusive, sustainable and climate-resilient economic reform. Implemented by Cowater International in partnership with the Australian Department of Foreign Affairs and Trade (DFAT) and the Government of Indonesia, the program runs from 2026 to 2035. Prospera is a dual modality program comprising partnerships between Australian and Indonesian government agencies along with distinct but interrelated Managing Contractor-led (Cowater) advisory and support services.

SUMMARY OF THE POSITION

We are seeking a senior professional with strong expertise in revenue mobilisation, including tax policy and administration, international taxation, digital tax systems, data governance and/or organisational capability. The ideal candidate will bring demonstrated leadership and team management experience, strong technical and policy capabilities, and a proven ability to manage complex work programs and stakeholder relationships. Experience working with government institutions, particularly in Indonesia or comparable development contexts, will be highly regarded.

The Team Lead – Revenue Mobilisation will provide technical and managerial leadership for Prospera Phase 2’s Revenue Mobilisation Team, supporting Indonesian institutions to strengthen revenue policy and administration and contribute to sustainable fiscal outcomes. Reporting to the Portfolio Director – Macro-Fiscal, Finance, and Climate Resilience, the role will lead day-to-day team management, technical direction, work planning and activity delivery, while ensuring that policy, administration, digital, data and organisational-capability initiatives are integrated into a coherent approach. The Team Lead will work closely with senior technical advisers and other Prospera teams and manage key workstream-level stakeholder relationships across the revenue mobilisation agenda.

KEY RESPONSIBILITIES 

The Team Lead - Revenue Mobilisation will:

  • Lead the Revenue Mobilisation Team, translating agreed portfolio priorities into a clear team strategy, annual workplan, activity sequence and allocation of responsibilities.

  • Direct the team’s work on revenue-policy reform, international tax alignment, sustainability of CoreTax, digital tax ecosystems, data governance and exchange, and evidence-based workforce management.

  • Manage and develop team personnel, including setting expectations, allocating work, providing regular feedback, supporting professional development and maintaining clear accountability for delivery.

  • Oversee the quality and integration of tax-policy analysis, tax-administration advice, digital and data initiatives, institutional-capability support and knowledge exchange.

  • Maintain effective workstream-level relationships with the Directorate General of Taxes, relevant Ministry of Finance policy units and other institutions involved in revenue policy and administration.

  • Maintain effective working relationships with key APS stakeholders, including ATO and Treasury, in support of Prospera’s domestic revenue mobilisation agenda. Understand their priority areas of engagement and identify opportunities for collaboration and cooperation to enhance the impact of APS and Prospera Advisory delivered activities under the One Prospera approach. 

  • Develop and maintain effective working relationships with other relevant DFAT-funded development programs (e.g SKALA) and other key development partners working in DRM (e.g World Bank, ADB, GIZ). 

  • Ensure that advice is grounded in Indonesia’s administrative and institutional realities, protects taxpayer confidentiality and data integrity, and appropriately considers compliance burdens, inclusion and implementation risks.

  • Coordinate contributions from the Senior Revenue Adviser(s), economists, research analysts, project personnel, Australian partner agencies and specialist short-term inputs as required.

  • Manage activity-level delivery risks, budgets, procurement and reporting requirements in collaboration with program functions, escalating material issues promptly.

  • Identify emerging revenue risks and reform opportunities and collaborate across EOPO1 to connect revenue mobilisation with fiscal sustainability, spending, macroeconomic, gender and climate objectives.

  • Ensure activities are designed and outputs delivered in accordance with Prospera's SOPs and standards, including technical quality standards, and donor requirements.

SELECTION CRITERIA

The successful candidate will have:

Essential

  • Postgraduate degree in Economics, Public Finance, Taxation, Public Policy, Law or another relevant discipline.

  • At least 10 years of progressively senior professional experience in tax policy, tax administration, domestic revenue mobilisation, public finance or a closely related field.

  • Strong expertise in revenue policy or administration, with sufficient breadth to oversee multidisciplinary work involving policy, operations, digital systems, data and institutional capability.

  • Substantial experience providing policy or administrative reform advice to senior government decision-makers and translating complex analysis into practical recommendations.

  • Demonstrated experience leading a technical team or complex workstream, including work planning, delegation, quality assurance, performance management and delivery oversight.

  • Strong understanding of Indonesia’s tax institutions, policy-making and administrative processes, and political economy.

  • Extensive experience building effective relationships with senior government officials, technical counterparts and development partners.

  • Excellent written and oral communication skills in English and Bahasa Indonesia.

Desirable

  • Experience working with Indonesia’s Directorate General of Taxes or other Ministry of Finance units on revenue reform.

  • Experience with international taxation, tax-administration transformation, large-scale tax information systems, data governance or compliance-risk management.

  • Experience managing partnerships between tax administrations or other government institutions.

  • Experience working in an economic policy advisory organisation, international development program, international organisation, tax administration or research institution.
