The Role


Prospera is seeking a qualified firm to support its key counterparts in the GoI to play a pivotal role in conducting a comprehensive assessment of the current data governance landscape for DTSEN, including a review of the institutional arrangements, legal framework, mandates, and operational procedures that underpin its governance. Based on the assessment, the firm will design a robust data governance strategy for DTSEN. In addition, the consultancy will assume a strategic role in facilitating collaboration with relevant government stakeholders to ensure effective interagency coordination for the DTSEN integration and social service delivery. Expertise in data governance, data integration and management of personal data, as well as stakeholder management, with prior experience in developing data governance strategies is highly preferred. The firm must also have robust data security policies, systems, and practices in place to safeguard sensitive information.

About You


a.    Approach and methodology

The Consultant should adopt a structured approach and well-defined methodology to:
•    Perform regulatory analysis and policy development: assessing existing frameworks, identifying gaps, and ensuring alignment with national regulations and policies as well as with international best practices.
•    Conduct stakeholder engagement: conducting consultations with government agencies, industry, and civil society to gather insights and refine implementation strategies.
•    Deliver change management support: developing and executing change management strategies to support effective regulation implementation.
•    Carry out implementation feasibility assessment: identifying practical challenges and recommending solutions to ensure smooth implementation.

b.    Inclusive practices
To ensure the project’s alignment with inclusivity standards, the Consultant must demonstrate the following: applying a Gender, Disability, and Social Inclusion (GEDSI) lens to project milestones, demonstrating ability to meaningfully engage with relevant civil society organisations (CSOs), and maintaining accessible accommodations across all documents produced.

c.    Team composition and expertise
The consultant is required to propose a well-rounded team with: 
•    Clear roles, responsibilities, and qualifications tailored to the scope of work outlined in the Terms of Reference (ToR).
•    Work portfolios showcasing prior experience in delivering similar outputs, particularly those related to data governance and management
•    Excellent written and verbal English proficiency; Bahasa Indonesia skills are highly desirable.
•    Strong interpersonal and communication skills to effectively engage stakeholders, facilitate discussions, and ensure alignment across different levels of leadership.


At a minimum, the proposed team should include the following key positions:
•    Team Leader – responsible for overall coordination, stakeholder engagement, and quality assurance.
•    Data Governance Specialist – leads technical design of governance frameworks using tools such as DMBOK.
•    Data Architecture Expert – provides analysis and recommendations on integration, metadata, and interoperability
•    Policy and Regulatory Advisor – supports legal-institutional mapping and development of policy recommendations.
Additional roles may be proposed based on the Consultant’s approach.

d.    Organisational expertise and track record
The Consultant must:
•    Be financially sound and have been operational for at least three years, demonstrating the ability to manage complex projects.
•    Have experience supporting large-scale policy development, particularly in data governance initiatives
•    Demonstrate expertise in regulatory frameworks, policy analysis, and implementation strategies.
•    Have a track record of collaboration with government, especially facilitating inter-ministerial and inter-agency coordination
