Program Background

The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:

  • Pillar 1: Stronger national level enabling environment for sub-national service delivery

  • Pillar 2: Better sub-national governance for service delivery

  • Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups

SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanah Papua. In addition to the 3 pillars, SKALA works across 4 general themes of Public Financial Management, Minimum Service Standards, Data and Analysis and GEDSI.

The Role

The Subnational MEL Consultant for Maluku, Gorontalo, Jakarta will work closely with SKALA Subnational-MEL Manager, National MEL Manager and the MEL Lead in implementing SKALA MERL work plans. The consultant will focus in supporting Provincial MERL Coordinators to implement high-quality MEL activities in designated provinces. In terms of geographical coverage, the consultant will focus to assist MEL implementation in Maluku and Gorontalo Provinces and Jakarta/National level. She/he will work to ensure SKALA’s decentralised MEL resources can perform as one MEL team by developing and maintaining a strong MERL Community of Practice related to all aspects of SKALA’s works at the national and subnational level.

About You

Specific Responsibilities

  • The Subnational MEL Consultant for Maluku, Gorontalo, Jakarta will undertake the following tasks:
  • Provide MEL technical advice and hands on support to Provincial MERL Coordinator – both remotely and in person – on all aspects of the implementation of MERL framework, system, and work plan. This involve designing, preparing and collecting data from stakeholders.
  • Compile, analyze, and synthesize various information produced through all MEL processes and system, especially from subnational level and collaborate with Jakarta MEL team members to conclude thematic and program level progress, achievement, challenges and learning.
  • Contribute to delivery of quality MEL products (e.g., regular reports to GOI and DFAT, other forms of evidence such as case study, most significant change stories, and other pieces of publications).
  • Support the MEL Lead and MEL team members to grow MEL capacity within SKALA team and for program stakeholders (as relevant), including supporting training, coaching, and other forms of capacity development in SKALA’s target provinces.

Other Duties

  • Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.
  • Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.
  • Proactively identify and report risks and manage risks within your level of accountability.
  • Undertake other duties as required by the Program.

 

Job Requirements

  • Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.  

  • Work may require long, and flexible hours as needed. 

  • The job requires at least 60% travel to targeted provinces.

 

Deliverables

  • Technical inputs to provincial MERL Coordinator (towards MEL activities plan/TOR, instrument, processes, and products).

  • MEL products such as TOR, synthesis, data collection reports or products.

  • Evidence to feed all SKALA program updates, reports, and publications.

 

Relationship Management

This position reports to the MEL Lead and will work closely and effectively with a range of stakeholders, including all other Performance and Learning team, Governance and Quality team, Implementation team, other supporting unit: KM, P&A, CPD, and Operations team and the DT Global corporate team.

Selection Criteria

A motivated and proactive monitoring and evaluation professional with the right combination of technical expertise, experience in supporting teams, attention to details, and a positive and collaborative attitude.

Essential

  1. Relevant academic qualifications in social sciences, evaluation, management, public policy, or other relevant discipline (research and methodological experience encouraged).
  2. At least 6 years’ experience in monitoring, evaluation (and in research and learning will be an advantage) on a large program, including demonstrated experience in coordinating a decentralised MEL team in multiple provinces through a combination of remote and online communication and in person interaction.
  3. Demonstrated experience in managing MEL activity implementation at national and subnational level (especially in eastern regions of Indonesia), including in adapting MEL approaches and tools for use within specific local contexts.
  4. Demonstrated experience in organising and capacitating data collection activities, analysis, synthesis, and reporting, especially qualitative data collection and analysis within the context of development programs or comparable settings.
  5. Ability to manage competing tasks and work independently with tight deadlines.
  6. Good verbal and written communication skills in English and native Indonesian.
  7. Demonstrated ability to communicate with a wide range of stakeholders from diverse backgrounds, especially with sub national government officials.
  8. Available to work 13-15 days per month with approximately 60% time traveling across SKALA provinces.

 

Desirable

  1. A demonstrated understanding of Indonesia’s decentralisation processes, including relevant laws, policies, regulations, and the political economy of the sector.
  2. Experience working in the respective provinces or eastern part of Indonesia will be an advantage.
  3. Knowledge and awareness of the different needs of traditionally disadvantaged population groups, such as women, the elderly, ethnic minorities and people with disabilities or special mobility needs.
