The Subnational Adviser will play a crucial role in advancing the APLJ objectives at the provincial level, contributing to strategic planning and ensuring effective implementation of initiatives across designated provinces.
Location: Port Moresby, Papua New Guinea – with periodic travel to other locations
Duration: 2 years initial contract (6-month probation period) with the possibility of extension
Reports to: Director Community Justice
About the Program
APLJ is the next phase of Australia’s investment in strengthening the delivery of law and justice services in Papua New Guinea 2024-27.
APLJ seeks to contribute to PNG’s law and justice sector capacity to provide inclusive, safe, secure and accountable law and justice foundations for peaceful and prosperous communities, equitable economic development and private sector growth.
The program aligns with the Government of Papua New Guinea (GoPNG) law and justice sector goal of ‘building peaceful and prosperous communities together’.
The Role
As the Subnational Adviser, you will:
- Lead the development of subnational provincial plans aligned with APLJ’s strategic goals.
- Provide continuity and strategic guidance to enhance program effectiveness and impact.
- Oversee implementation of APLJ plans in at least two provinces, ensuring alignment with national and provincial priorities.
- Collaborate closely with Provincial Facilitators and stakeholders to drive program outcomes.
- Contribute to the program’s MERLA strategy, ensuring evidence-based decision-making and reporting.
- Facilitate stakeholder engagement and partnerships at the subnational level to support program objectives.
- Provide regular updates and reports to DFAT on program progress and emerging priorities.
What We’re Looking For
- Subnational Leadership Experience: Proven track record in managing law and justice projects at subnational levels, preferably in PNG or similar contexts.
- Programmatic Strategy Development: Ability to contribute to strategic planning and align subnational strategies with broader program goals.
- Stakeholder Engagement: Strong capability in engaging diverse stakeholders and fostering collaborative relationships.
- MERLA and Evidence-Based Decision Making: Experience in developing and implementing MERLA frameworks to support programmatic outcomes.
- Project Management: Demonstrated ability to manage project delivery, monitor progress, and ensure compliance with donor requirements.
- Communication Skills: Excellent written and verbal communication skills in English, with experience in multicultural environments.
- Cross-Cultural Competence: Ability to work effectively in multicultural teams and adapt approaches to local contexts.
- Problem-Solving: Strong analytical and problem-solving skills, with the ability to innovate and adapt strategies.
