The Kemitraan Indonesia Australia untuk Infrastruktur (KIAT) seeks to identify and engage the services of a suitable organisation or joint venture/consortium to undertake the Consulting Services for Strengthening MoF IFF Scheme - Consulting Services for Enhancing Funding and Financing for Solid Waste Management.

The engaged entity will identify alternative funding mechanisms to improve the financial viability and bankability of Solid Waste Management (SWM) PPPs, and innovative financing mechanisms to augment the financing sources available for SWM adopting a value-chain analysis approach. The entity would estimate the potential funding and financing impact of introducing carbon credits, plastic credits, tourism taxes and others on SWM project financial viability and fiscal commitments for Ministry of Finance (MOF).

The entity would provide inputs to inform the policy recommendations and the implementation roadmap in the SWM Policy Paper for designing, operationalising the identified funding, and financing mechanisms including the regulatory reforms, institutional arrangements, MOF roles and responsibilities, project structures, and business models to be put in place for enabling SWM PPPs access these funding and financing sources.

An industry briefing for interested organisations is scheduled on 23 January 2025 at 10.00 WIB (GMT+7, Jakarta time) via a Zoom Webinar. Representatives from interested organisations must register to join this meeting via email to procurement@kiat.or.id before 16.00 WIB (GMT+7, Jakarta time) on 22 January 2025. There is no limit on the number of participants to join this webinar; however, each participant should register separately. Minutes of the meeting will be made available on the KIAT website within 5 (five) working days of the meeting, so as to not disadvantage organisations who do not attend this briefing. The tender submission deadline is on 11 February 2025 at 23:59 WIB (GMT+7, Jakarta time) as per the RfT instructions.
