Fiji Program Support Platform (FPSP)
- Seeking a short-term adviser (consultant) to support Government of Fiji policy development within the Ministry of Justice and Ministry of Women Children and Social Protection.
- The adviser will support the development of a dedicated strategic policy development process critical in strengthening the Ministry’s capacity to design, align, and implement integrated policies that are evidence-based, inclusive, and adaptive.
- Based in Suva, Fiji; working with the Ministry of Justice
- Assignment length will be approximately 3-months with up to 30 input days in the term

FPSP Overview:
The Fiji Program Support Platform (FPSP, or the ‘Platform’) is a Department of Foreign Affairs and Trade (DFAT) investment that contributes to the delivery of Fiji’s national development priorities, in line with the Australia’s International Development Policy, the Fiji-Australia Vuvale Partnership and the Development Partnership Plan.
The Platform delivers key bilateral programs, such as health, education, scholarships, social infrastructure, governance, climate and emergency preparedness and response. Platform activities identify and address climate risks, promote climate action, and gender equality, disability and social inclusion (GEDSI) across and beyond the sector programs.
Overview and Background:
The Government of Fiji continues to significantly strengthen its public sector through major reform initiatives aimed at improving accountability and enhancing service delivery.
The reform initiatives need to be supported by coherent, evidence-based, and forward-looking policies that can respond to both national priorities and international commitments.
The Ministry for Justice through its Law and Justice Reform Roadmap 2025 – 2029 strategically outlines key pillars and a tiered approach to reform for the sector that needs to be strengthened through strategic policy development and business process accountability to ensure achievements of goals and effective monitoring and evaluation of all programs.
The Ministry of Women Children and Social Protection, given the current role of the Acting Permeant Secretary needs support in the policy development and drafting of key cabinet papers and the strategizing of all key policies to align with new legislations that have been enacted by Parliament. This requires a dedicated strategic policy development process advisor to ensure timely compliance and implementation of new legislation through cabinet processes.
Policy development processes often face challenges including siloed institutional approaches, capacity constraints, and coordination gaps across ministries and stakeholders.
In this context, the role of a Strategic Policy Development Advisor is critical in strengthening the Ministry’s capacity to design, align, and implement integrated policies that are evidence-based, inclusive, and adaptive.
