APLJ is the next phase of Australia’s investment in strengthening the delivery of law and justice services in Papua New Guinea 2024-27.
APLJ seeks to contribute to PNG’s law and justice sector capacity to provide inclusive, safe, secure and accountable law and justice foundations for peaceful and prosperous communities, equitable economic development and private sector growth.
The program aligns with the Government of Papua New Guinea (GoPNG) law and justice sector goal of ‘building peaceful and prosperous communities together’.

The Role
As the Strategic Lead – Law & Justice (Bougainville), you will:
- Provide strategic leadership for APLJ’s support to the law and justice sector in ARoB.
- Develop and implement activities aligned with APLJ’s outcomes, ensuring robust monitoring, evaluation, research, learning, and adaptation (MERLA) practices.
- Manage resources, personnel, and budgets to achieve program goals.
- Engage with ABG and GoPNG stakeholders, fostering effective and sensitive relationships.
- Explore partnerships with civil society and private-sector organizations to enhance law and justice activities.
- Oversee infrastructure projects, ensuring timely and budget-compliant delivery.
- Operate the program office in Buka, ensuring efficient and economical use of resources.

Key Responsibilities
- Lead the development of activities that contribute to APLJ Intermediate and End of Program Outcomes.
- Manage plans, resources, personnel, and budget to achieve agreed outcomes.
- Provide guidance, leadership, and direction to a team of advisers supporting the Shaping Bougainville Justice (SBJ) project.
- Ensure all activities deliver services on budget and demonstrate value for money.
- Act as a contact point for the Australian High Commission on law and justice activities in ARoB.
What We’re Looking For
- Tertiary qualifications in program management, law and justice, gender/social studies, or international development.
- Strong technical background in community engagement, law and justice, gender and inclusion, or addressing gender-based violence.
- Experience in program design and delivery, particularly in law and justice service delivery.
- Advocacy or practical experience in gender equality and/or disability equity.
- High-level interpersonal skills and ability to develop relationships with senior officials.
- Proven leadership, management, and strategic direction skills.
- Ability to work sensitively in a complex, post-conflict environment.
