Program Background
DT Global supports the implementation of PROSIVU on behalf of the Australian Government.
PROSIVU is the next phase of Australia’s governance support to Timor-Leste. The program will extend Australia’s longstanding partnership with Timor-Leste in support of good governance and economic policy development. It is Australia’s primary program for providing support to Timor-Leste’s central government agencies and economic line-ministries.
The goal of Australia’s Timor-Leste development program is to support the Government of Timor-Leste (GoTL) to achieve the social and development outcomes from its Strategic Development Plan. PROSIVU will contribute to this goal through three end of facility outcomes:
(a) stronger, more inclusive economic growth.
(b) sustainable public finances; and
(c) better public administration.
These three outcomes constitute the basis of PROSIVU’s three workstreams.
The aim of support for stronger, more inclusive economic growth is that central agencies and line ministries invest in evidenced based and inclusive economic development policies and projects that have high economic and social returns, improve outcomes for the poor and improve equality and social inclusion.
The aim of support for sustainable public finances is central agencies, led by the Ministry of Finance and Prime Minister’s Office, improve the performance and inclusivity of public expenditure, and diversify and increase domestic revenue collection.
The aim of support for better public administration is central agencies, led by the Civil Service Commission and the Presidency of the Council of Ministers, develop and invest in policies, systems and capacity to ensure public administration is inclusive, effective, performance-driven, and responsive to the needs of citizens, the private sector and civil society.

Objectives of Role
Working closely with the CSC President and Commissioners, the ES and National Directors, the role will actively promote PROSIVU’s goal of better public administration in Timor-Leste. The adviser will support CSC’s strategic priorities processes, improved central agency communication and coordination, evidence-based HR policy development, effective operationalisation and decentralisation of HR policies and guidelines to Line Ministries (LM) and Autonomous Agencies (AA) and improved inclusive practices within the civil service.
Roles and Responsibilities
The position holder will provide technical advice and support to the President and Commissioners, the ES, Secretariat National Directors and senior staff to implement the CSC’s strategic priorities through the following:
Strategic advice and policy development

Provide technical public administration advice to the President and Commissioners of CSC on the overarching strategy for public sector reform.
Operationalisation of policy
Support the delegation and implementation of new policy (e.g., retirement or workforce planning) or existing (e.g., promotion, recruitment and selection) by Line Ministries and Autonomy Agencies, through:

Working with relevant CSC directorates to develop user-friendly guidelines and knowledge management tools.

Capacity development and dissemination of policy information to Directors General of the Civil Service through the relevant coordinating bodies (for example the Institutional Strengthening coordinating body led by PCM).
Collaboration, coordination and capacity building
Support overall capacity development of CSC, particularly at the management/leadership level.

Promote communication and coordination between the CSC and other central agencies (such as PCM, the National Institute of Public Administration and the Ministry of Finance) as well municipalities, Line Ministries, and Autonomy Agencies, including support to re-establish the Human Resources Management and Development Group and other relevant cross-agency HR forums.

Ensure that issues of gender equality, disability, and social inclusion are taken into consideration in the development of any legal frameworks, systems, including supporting the team to disaggregate data by gender, disability and other inclusion indicators.
PROSIVU administration and compliance

Develop a work plan that is jointly approved by the CSC President, Executive Secretary and Better Public Administration Pillar Lead and sets out the main activities, outputs and timeframes.

About You
Essential Selection Criteria
The Adviser will possess the following qualifications, experience, and skills:
- Tertiary qualifications in Public Administration or a related discipline.
- At least 10 years of significant relevant public administration experience. Candidates should demonstrate (through holding senior leadership roles and clear career progression) experience in public administration reforms such as change management, development and implementation of corporate and HR strategies, client service delivery initiatives, cultural change, and capacity development programs.
- Strong understanding of economics and the ability to analyse its impact on the development and implementation of CSC HRM systems and procedures, and how economic factors influence public sector reform and HR practices.
- Senior experience in human resource management and development, with a focus on developing and implementing HR systems, including the continuous improvement of existing systems.
- Strong communication and interpersonal skills, with proven facilitation and coaching abilities.
- Demonstrated commitment to, and understanding of, gender equality and social inclusion.
Desirable
Previous experience working on DFAT-funded programs in the Asia-Pacific region.
- Understanding of the complex development context of Timor-Leste, including the Government of Timor-Leste’s (GoTL) structure and public administration systems, as well as boards and commissions.
- Proficiency in Tetun or Portuguese language skills.
Work Arrangement
The position is full-time and in-country. However, hybrid or alternative work arrangements may be considered for the right candidate.
