The Australia Indonesia Partnership for Justice Phase 3 (AIPJ3) is a five-year, A$63 million investment by the Australian Department of Foreign Affairs and Trade (DFAT) to work in partnership with the Government of Indonesia (GOI) to support advancement of its priority law and justice reforms. Building on previous phases, AIPJ3 will support partners to deliver activities against agreed policy priorities, while maintaining flexibility to respond to emerging needs and opportunities. The program focuses on seven policy priorities that are important to Australia and Indonesia: accountability and transparency, criminal justice reform, preventing violent extremism, transnational crime cooperation, commercial law, access to justice, and women’s leadership.

The Role
Under the Subsidiary Arrangement between the Governments of Indonesia and Australia, AIPJ3 supports the Government of Indonesia in advancing justice and security reforms through effective coordination and accountable program administration. To support these functions, the Bappenas Secretariat of AIPJ3 serves as the central coordination unit responsible for managing operational processes, facilitating compliance with GoI systems, and ensuring accurate financial and administrative reporting.
The Operations Officer (STA) contributes to these Secretariat objectives by strengthening operational and financial processes essential for AIPJ3’s implementation. The role focuses on supporting the Bappenas activities funded by AIPJ3, BAST (Berita Acara Serah Terima) mechanism, including consolidation of evidence, registration in Ministry of Finance systems, and ensuring alignment with GoI requirements. The role also supports VAT exemption and restitution processes, maintains financial and administrative documentation, and assists in coordination with Bappenas, Ministry of Finance, DFAT, and implementing agencies. Through these functions, the Operations Officer helps ensure that AIPJ3 activities are implemented in a compliant, accountable, and well-documented manner during the assignment period.

About You
Roles and Responsibilities
- Assist the Bappenas Secretariat AIPJ3 to consolidate, verify, and prepare BAST documentation submitted by implementing K/Ls, ensuring completeness, accuracy, and alignment with Government of Indonesia (GoI) requirements.
- Assist the Bappenas Secretariat AIPJ3 to facilitate the registration and submission of BAST into the Ministry of Finance systems, including coordination on clarifications, additional materials, and follow-up steps required by MoF.
- Support internal quality control of all supporting documents for BAST reporting, including cross-checking financial information, data consistency, and evidence of activity completion.
- Assist the Bappenas Secretariat AIPJ3 in socializing BAST requirements with relevant K/Ls and stakeholders during the assignment period.
- Support the Bappenas Secretariat AIPJ3 to compile, review, and organise documents required for VAT exemption or restitution, ensuring all submissions meet GoI and AIPJ3 requirements.
- Support the Bappenas Secretariat AIPJ3 to coordinate with Bappenas, Ministry of Finance, DFAT, and implementing agencies to facilitate efficient VAT processing and timely resolution of outstanding issues.
- Assist the Bappenas Secretariat AIPJ3 to maintain structured financial and administrative files for BAST and VAT to ensure readiness for verification, audit and reporting.
- Support operational and financial administration tasks for the Bappenas Secretariat AIPJ3’s short-term priorities, including verification of supporting documents, preparation of payment-related documentation, and compliance checks for activities funded under AIPJ3 and the Partnership Development Fund.
- Ensure that all operational processes comply with Bappenas administrative SOPs and AIPJ3 Ops Manual requirements. Support communication and coordination with Bappenas units, DFAT, and implementing K/Ls on matters related to BAST, VAT, financial documentation, and operational compliance.
- Support the planning and administrative preparation of AIPJ3-related activities, including coordination of venue, accommodation, transportation, and other logistical requirements in accordance with AIPJ3 procedures.
- Support the preparation, consolidation, and on-the-day coordination of administrative, financial, logistical, and participant-related documentation and arrangements required for activity implementation.
- Provide on-site administrative and operational support during activities, including registration, attendance tracking, documentation of proceedings, coordination with service providers, and handling of logistical issues that may arise during implementation.
- Support real-time coordination during activities to ensure alignment between logistical arrangements, participant management, and administrative requirements.
- Support the documentation and post-activity financial processing of activities, including compiling attendance records and reports, preparing and verifying invoices, receipts, and payment requests, and coordinating with the Finance team to ensure timely processing and compliance with AIPJ3 requirements.
- Assist in reconciling activity-related financial documentation with operational records, including cross-checking participant attendance, logistical arrangements, and supporting evidence to ensure consistency and readiness for reporting.
- Support Bappenas Secretariat team with filing, and maintenance of activity-related administrative, financial, and compliance documentation to ensure proper recordkeeping, traceability, accessibility, and audit/reporting readiness.
- Provide administrative and operational support for the preparation of periodic reports, including LPK reporting.
- Provide administrative and operational support to Bappenas Secretariat team, including coordination of internal workflows, tracking of tasks, and ensuring timely follow-up across team members.
- Perform other operational, financial, or compliance-related duties as assigned by the Bappenas Director, Bappenas Coordinator, or Government Relations and Program Coordinator for Bappenas Secretariat during the assignment period.
Selection Criteria
Essential Experience and Knowledge
- Bachelor’s degree in management, accounting, public administration, law, international relations, economics, finance, or other relevant social sciences and humanities studies;
- Minimum 3 years of professional experience in operations, financial administration, government compliance, or coordination within a government institution, donor-funded program, or international development;
- Demonstrated understanding of GoI compliance processes, particularly BAST registration and reporting, and understanding of GoI systems and protocols;
- Demonstrated ability to review financial and supporting documents for completeness, consistency, and compliance;
- Understanding and proficiency in financial and project management systems and procedures;
- Demonstrated ability to propose possible resolutions to complex administrative processes;
- Interpersonal and communication skills in English and Bahasa Indonesia.
- In a short-term operational environment.
- This position is only eligible for host country nationals (Indonesian).
