Primary Responsibilities
- Support the design of skills training programs including scoping and needs analysis, procurement, stakeholder consultation, evaluation and contracting.
- Support the activities of the short-term advisors for Skills and English in Timor Leste.
- Work closely with the Timor Leste Overseas Employment Unit (OEU), selected training providers and approved employers (AEs) to facilitate meaningful engagement and ensure that PALM scheme-specific training remains relevant, targeted, and responsive to stakeholder needs.
- Review the training and support requirements for worker cohorts participating in PALM scheme specific training, with support from the PLMSP Training Support Manager.
- Investigate and advise AEs and RTOs on strategies for addressing identified training needs (including those relating to cross cultural communication).
- Ensure effective mentoring, communication, cross-learning and sharing of tools across AEs and RTOs through the development and management of PALM scheme specific training knowledge sharing forums and briefs.
- Collaborate with AEs, DEWR and LSUs to develop a holistic approach to supporting and monitoring of worker progress, supports and welfare interventions.
- Provide regular updates on PALM scheme specific training activities to the Government of Timor Leste, PLMSP staff and DFAT.
- Maintain relationships with the Labour Sending Unit, SEFOPE, bi-lateral programs, community groups, the Pacific Australia Skills Platform (PASP) and other training providers, to ensure the most appropriate stakeholders are engaged in delivery of associated training programs that support the PALM scheme.
We are seeking an individual who:
- Tertiary qualifications in a relevant discipline, such as education and/or training, as well as experience in international development and project management.
- Extensive experience in the development, delivery and facilitation of training programs, in an English as a Second Language context, using a range of dynamic and inclusive learning strategies and technologies, including lesson plans incorporating interactive learning activities, story boards, short instructional videos, topic-based slideshows.
- A solid understanding of the Timorese and Australian technical and vocational education systems.
- Experience working with programs in Timor Leste, with a strong understanding of Gender, Equality, Disability & Social Inclusion (GEDSI) concepts and issues.
- A demonstrated ability to build respectful, productive and sustainable working relationships with a variety of stakeholders (including partner government, civil society and the private sector) and working together to achieve results
- Demonstrated ability to work autonomously with limited supervision, to work to deadlines, and to balance competing priorities.
- High level proficiency in Microsoft suite, web browsers, Meeting and communication applications and experience with various Leaning Management Systems and platforms.
- ·Flexibility to undertake frequent travel, including after hours and weekend.
