About the Pacific Labour Mobility Support Program     

The Pacific Australia Labour Mobility (PALM) scheme is a signature initiative for the Australian Government that enables workers from 9 Pacific Island Countries (PICs) and Timor- Leste to work in priority sectors in Australia. The Pacific Labour Mobility Support Program’s (PLMSP) role is to provide the Department of Foreign Affairs and Trade (DFAT) and governments in 9 PICs and Timor-Leste with support to enable workers to access PALM scheme in inclusive ways that maximise the benefits for the workers and national economies while minimising risks from labour mobility participation. Palladium is contracted to deliver PLMSP on behalf of DFAT.

This Opportunity  

Acting as the Strategic Growth Stream’s Technical Vocational Education and Training (TVET) specialist, the Skills and Training Manager will support the procurement, design and delivery of accredited training aligned to the needs of PALM workers as part of PLMSP pilot activities. Liaising closely with industry, they will support pilot design, tender processes and accompanying stakeholder engagement to maximise the scalability and efficacy of training models under PLMSP pilots.    

The Skills and Training Manager will be responsible for:  

  • Support the design of skills training pilots including scoping and needs analysis, procurement, stakeholder consultation, evaluation and contracting.   

  • Review the training and support requirements for worker cohorts participating in PLMSP pilots.    

  • Advise approved employers (AEs) and Registered Training Organisations (RTOs) on addressing training needs, including cross-cultural communication. Foster effective mentoring and knowledge sharing across AEs and RTOs through pilot forums and briefs. 

  • Maintain relationships with internal and external key stakeholders, to ensure engagement in delivery of associated training programs that support the PALM scheme.  

  • Work with the PLMSP monitoring, evaluation, research and learning team and external assessors to capture lessons learned from skills pilots.   

We are seeking an individual who will bring:  

  • Tertiary qualifications in a relevant discipline, such as education and/or training, as well as experience in international development and project management.  
  • Extensive experience in the development, delivery and facilitation of training programs, in an English as a Second Language context, using a range of dynamic and inclusive learning strategies and technologies.  
  • A solid understanding of the Australian technical and vocational education system.  
  • Experience working with programs in the Pacific, with a strong understanding of Gender, Equality, Disability & Social Inclusion (GEDSI) concepts and issues.  
  • A demonstrated ability to build respectful, productive and sustainable working relationships with a variety of stakeholders (including partner government, civil society and the private sector),working together to achieve results.  
  • High level proficiency in Microsoft suite, web browsers, Meeting and communication applications and experience with various Leaning Management Systems and platforms.  
  • Flexibility to undertake frequent travel, including after hours and weekend.  

This position is based in Brisbane QLD.
