The Role
The Skills Adviser will provide dedicated, in-country support to the Vanuatu Institute of Technology (VIT), a national post-school training provider, to guide the initial development and pilot delivery of the Certificate IV in Education (VET Teaching) including recognition of prior learning. The Adviser will work closely with the VIT Principal and senior leadership to build the capacity of the organization and its training team to ensure sustainable delivery of the qualification beyond the pilot phase.
The Adviser will also work with the VIT leadership on the implementation of their recognition services (RPL) especially integrating this with the Certificate IV in Education (VET Teaching).
Roles and Responsibilities

Support VIT to design and plan for the delivery of the Certificate IV in Education (VET Teaching), aligned with national regulatory requirements and regional quality standards.

Provide technical support and mentoring to VIT trainers and academic staff in preparation for delivering the qualification and recognition services, including:
o Curriculum familiarization and contextualization
o Training delivery planning
o Assessment tools development
o Recognition of prior learning tools and processes
o Moderation and validation processes

Assist VIT with the development of an implementation workplan and budget for the qualification and recognition services.

Strengthen internal systems to support quality training delivery, including trainer development, internal quality assurance, and learner support mechanisms.

Provide advice to the VIT Principal and management team on capacity building strategies and institutional strengthening relevant to VET trainer qualifications.
Selection Criteria
Essential Experience and Knowledge
· Demonstrated experience in TVET program delivery and training package implementation, preferably in the Pacific context.
· Proven ability to support institutional capacity development in post-school education, ideally including teaching qualifications such as the Certificate IV in Training and Assessment (TAE) or regional equivalents.
· Strong background in trainer mentoring, curriculum adaptation, and competency-based training.
· Experience working with national training providers and understanding of Pacific regulatory and quality assurance systems (e.g., VQA or EQAP frameworks).
· Understanding of and commitment to Gender Equality, Disability and Social Inclusion (GEDSI), Child Protection, Prevention of Sexual Exploitation, Abuse and Harassment (PSEAH), prevention of human trafficking, environmental protection, anti-corruption and other DFAT safeguarding policies.
