Program Overview

The Australia-Indonesia Partnership in Disaster Risk Management (SIAP SIAGA) is a seven-year program that commenced in late 2019, funded by the Australian Government’s Department of Foreign Affairs and Trade (DFAT) and implemented in cooperation with the Government of Indonesia (GoI). SIAP SIAGA aims at improving Indonesia’s ability to prevent, prepare for, respond to and recover from disasters and strengthen cooperation between Australia and Indonesia in humanitarian issues in the region. SIAP SIAGA is implemented at the national and sub-national levels though collaboration with the National Disaster Management Authority (BNPB), the Ministry of Home Affairs, the National Development Planning Agency (BAPPENAS), the Ministry of Foreign Affairs, the Local Disaster Management Agencies (BPBD) and other national and local government institutions, civil society organizations and academia.

SIAP SIAGA is focused on achieving four ends of program outcomes (EOPOs):

  • EOPO 1: GoI’s disaster risk reduction systems are strengthened, resulting in better domestic leadership of disaster management.

  • EOPO 2: Target provinces, districts and villages are better able to prepare for, adapt, prevent, respond to and recover from disasters.

  • EOPO 3: Strengthened cooperation between Australia and Indonesia on disaster risk management and preparedness regionally.

  • EOPO 4: Strengthened learning, innovation, cooperation and inclusion for disaster management.

It is progressing towards these outcomes by focusing on eight priority programs of the GoI: (1) enhancement of disaster management systems; (2) enhancement of disaster management strategy; (3) mapping and evaluation of disaster risks; (4) enhancement of data service, information management, and communication in disaster management; (5) enhancement and development of policies and regulations for disaster preparedness; (6) increasing the quality of disaster emergency management; (7) enhancement of the quality of post disaster policy; and (8) increasing local capacity of disaster management logistics and equipment.

To strengthen the disaster management system, SIAP SIAGA provides strategic technical advice to align national and local policies with international commitments. This effort focuses on embedding gender mainstreaming, institutionalizing disability inclusion, and supporting climate change adaptation across disaster risk reduction, preparedness, response, and recovery processes, through collaboration with national and local partners.

At the sub-national level, SIAP SIAGA works with four provinces in Indonesia: East Java, Bali, West Nusa Tenggara, and East Nusa Tenggara. It also promotes disaster management initiatives and innovations through its outreach program to up to six other provinces.

Description

Rationale of the Anticipatory Action Specialist in SIAP SIAGA

Indonesia is experiencing a severe climate shock linked to the 2026 El Niño, increasing the risk of prolonged drought, water shortages, crop failure, and wildfires, particularly in Bali, East Java, NTB, and NTT. These impacts expose persistent vulnerabilities in water security, climate-sensitive livelihoods, and local preparedness systems. While emergency responses remain necessary, recurring droughts highlight the need for stronger investments in anticipatory action and long-term community resilience.

Through grant funding, the SIAP SIAGA Program supports CSOs to reduce the humanitarian, and livelihood impacts of drought while strengthening local capacities for preparedness, risk management, and climate resilience. The initiative promotes anticipatory action and community-based disaster risk management, using the Desa Tangguh Bencana (Destana) approach to ensure that short-term drought interventions also contribute to longer-term resilience outcomes.

As grants will be implemented across multiple provinces and organizations, dedicated technical expertise is required to ensure consistency with Destana indicators and the Aksi Merespons Peringatan Dini (AMPD) or Anticipatory Action framework. The Anticipatory Action Specialist will provide technical oversight and mentoring to ensure grantee activities strengthen local resilience systems rather than function as stand-alone emergency responses.

The role will also support quality assurance, documentation of lessons learned, and the generation of evidence on how anticipatory action can be integrated into Destana and local governance mechanisms. Findings and recommendations will inform future strengthening of community resilience programming and support BNPB, BPBDs, local governments, and SIAP SIAGA in advancing disaster and climate resilience at scale.

Purpose of the position

  • The Anticipatory Action and Response Specialist (AMPD-Destana) will provide strategic and technical support to SIAP SIAGA and its grantees to ensure that drought anticipatory action and interventions contribute to the strengthening of DESTANA, and long-term disaster-climate resilience at the village level. The Specialist will support the integration of the AMPD/AA framework into grant implementation, ensuring that early warning information, preparedness measures, emergency actions, water resilience initiatives, and livelihood protection interventions are implemented in a coherent, accountable, and sustainable manner.

  • The position will serve as the primary technical resource for quality assurance, capacity strengthening, knowledge generation, and evidence-based learning related to Destana – AMPD/Anticipatory Action and disaster-climate resilience. Through technical mentoring, field verification, documentation of good practices, and engagement with BNPB, BPBDs, and grantee partners, the Specialist will contribute to strengthening the institutionalization of AMPD/Anticipatory Action within DESTANA and village resilience systems.

Roles and Responsibilities

Under the direct supervision of the Disaster-Climate Resilience Advisor, the AA Specialist will provide targeted technical assistance, quality assurance, and knowledge management support to ensure that El Niño response grants contribute to strengthening DESTANA systems and the application of AMPD principles across project locations.
