Palladium is contracted to deliver PLMSP on behalf of Department of Foreign Affairs and Trade (DFAT).
PLMSP is seeking the support of national NGOs (NNGOs), International NGOs (INGOs) and other regional organisations to deliver culturally appropriate Sexual Reproductive Health and Rights education and facilitate access to services for PALM scheme workers prior to departure and upon return. This includes providing information on available Sexual Reproductive Health services in Australia and in home countries.
Description
The Pacific Australia Labour Mobility (PALM) scheme offers workers from Timor-Leste and nine Pacific countries the opportunity to gain skills and experience in Australia while earning income to support their families and communities back home. In Australia, the scheme is managed by the Department of Employment and Workplace Relations (DEWR), which oversees operations, engages Approved Employers (AEs), and ensures worker welfare throughout their employment.
The Pacific Labour Mobility Support Program (PLMSP) complements this by partnering with governments and stakeholders in participating countries to prepare workers - and in some instances their family members- before departure, and to support their reintegration upon return. PLMSP works closely with Labour Sending Units (LSUs), DFAT Canberra and Posts, Pacific and Timor-Leste High Commissions/Embassies in Australia, and Community Liaison Officers (CLOs) based in Australia to ensure strong coordination across the worker journey. Funded by the Australian Government through the Department of Foreign Affairs and Trade (DFAT) and implemented by Palladium, PLMSP is a four-year program that commenced on 1 January 2025, replacing the Pacific Labour Facility (PLF). Its goal is to help participating countries successfully engage with and benefit from the PALM scheme.
Recent research has identified significant barriers faced by PALM scheme participants in accessing sexual and reproductive health (SRH) services and information, including information about rights and responsibilities regarding pregnancy, and information and support for survivors of gender-based violence (GBV). To address these challenges, the research recommends providing accessible, high-quality information on key SRHR topics to all PALM scheme stakeholders, ensuring that this information is culturally safe, trauma-informed, in-language, and delivered in accessible formats.
